ՀՀ Ազգային ժողովի առաջիկա ընտրությունների ժամանակ կիրառվելիք տեխնիկական միջոցները առաջին անգամ հաջողությամբ փորձարկվեցին մարտի 25-ին:

«Արմենպրես»-ի հետ զրույցում ՀՀ Կենտրոնական ընտրական հանձնաժողովի նախագահ Տիգրան Մուկուչյանը շեշտեց, որ նոր տեխնիկական սարքավորումների կիրառմամբ ապահովվում է ողջ գործընթացի, հատկապես գրանցման գործընթացի լիակատար թափանցիկություն՝ բացառելով ցանկացած կրկնաքվեարկության հնարավորություն, ինչպես նաև այլ տեղամասից ընտրողի քվեարկություն այլ տեղամասում: «Նկատի ունենալով, որ տեղամասային կենտրոններում լինելու են նաև վստահված անձինք, ԶԼՄ ներկայացուցիչներ, դիտորդներ, լիարժեք հնարավորություն է տրվելու հետևել ողջ գործընթացին»,- շեց Մուկուչյանը:

Ընտրական տեղամաս մտնող ընտրողը պետք է մասնագետին ներկայացնի անձը հաստատող փաստաթուղթը, որը մասնագետը ներմուծում է սարքավորման մեջ: Սարքավորման էկրանին կպատկերվեն ընտրողի տվյալները, ինչից հետո մասնագետի հրահանգով քաղաքացին պետք է ներմուծի աջ ձեռքի ցուցամատի մատնահետքը: Այնուհետև սարքավորումը տպում է ընտրողի տվյալները պարունակող կտրոնը, ինչից հետո մասնագետը կտրոնը և անձը հաստատող փաստաթուղթը վերադարձնում է ընտրողին:

«Անձնագրում դրվող կնիք չի լինելու, դրա փոխարեն կտրոնը վերջում փոխարինվելու է ինքնասոսնձվող դրոշմանիշով, որը կփակցվի քվեաթերթիկի վրա»,- տեղեկացրեց Տիգրան Մուկուչյանը:

ՀՀ կառավարության աշխատակազմի ղեկավար-նախարար Դավիթ Հարությունյանի խոսքով էլ՝ ընտրական տեղամասում խախտումներ անելը գրեթե բացառված է: «Իհարկե ոչ միայն սարքավորումներն են գաղտնիքը, այլև ցուցակը, որը մենք հրապարակային ենք դարձնում: Բոլորը կարող են ստուգել և տեսնել, որ յուրաքանչյուր մարդ ընդամենը մեկ անգամ է այդ ցուցակում, ինչպես նաև ծրագրային համակարգը, որը մշակվել է ՄԱԿ-ի վերահսկողության ներքո ոչ Հայաստանում»,- շեշտեց Դավիթ Հարությունյանը:

Նախարարի ներկայացմամբ՝ այդ ծրագիրը բաժանվել է 38 ընտրատարածքային ընտրական հանձնաժողովների սպասարկման համար: «Դրանց համար կազմվում են առանձին հիշողության ֆլեշ-քարտեր՝ Master Copy կոչվածը, որից հետո դրանք բազմացվում են կոնկրետ տարածքում գտնվող տեղամասերի թվով: Եթե քաղաքացին փորձում է երկրորդ անգամ քվեարկել տպվում է հատուկ կտրոն, որը կոչվում է կրկնակի գրանցման փորձ, որի մեջ զետեղված է ողջ տեղեկատվությունը, թե այդ ընտրողը մինչ այդ ժամը քանիսին որ անձնագրով է փորձել գրանցվել: Սա ևս շատ կարևոր է, քանի որ դա փաստացի այն արձանագրումն է, որը պետ ք է աներ հանձնաժողովը կամ ոստիկանը: Ընտրությունների ժամանակ քաղաքացիների շատ մեծ հոսք է լինում և ժամանակ վատնել ու կազմել նոր հանձնաժողով, արձանագրություն՝ անիմաստ է: Մենք հիմա ունենք փաստացի արձանագրություն, որի վրա ամեն ինչ շատ հստակ ֆիքսված է»,- ընդգծեց Հարությունյանը:

Ապրիլի 2-ին կայանալիք Ազգային ժողովի ընտրություններին նոր տեխնիկական սարքավորումների ձեռքբերման համար Եվրոպական Միությունը ՀՀ կառավարությանը հատկացրել է ավելի քան 7 միլիոն եվրո:
