Սերժ Սարգսյանը սահմանել է 2018-ի նշաձողը

Արցախ աշխատանքային այց կատարած Սերժ Սարգսյանը, ելույթ ունենալով զորամասերից մեկում, հայտարարել է, թե 2018 թվականից հետո անկասկած կգտնի իր անելիքը, որտեղ որ առավել պիտանի կլինի Հայաստանի անվտանգության ապահովման տեսանկյունից: Սերժ Սարգսյանը հայտարարել է, որ ինքը երբեք չի պլանավորել իր վաղվա անելիքը, բայց միշտ հայտնվել է այնտեղ, որտեղ առավել պիտանի է լինելու անվտանգության ապահովման տեսանկյունից:

Փաստորեն, հերթական անգամ Սերժ Սարգսյանը չի բացառել ոչինչ, սակայն միևնույն ժաանակ նաև որոշակիացրել է, այսպես ասած, նշաձողը, որով պետք է կողմնորոշվի 2018 թվականից հետո անելիքի հարցում՝ անվտանգություն:

Սա նշանակում է, որ առաջիկա մեկ տարվա ընթացքում Սերժ Սարգսյանն ընդգծված կերպով խաղարկելու է այդ նշաձողը, անվտանգության խնդիրը՝ իր քաղաքական ծրագրերի համատեքստում: Ինչ է նշանակելու դա իր հերթին՝ դժվար է ասել, սակայն կասկած չկա, որ Սերժ Սարգսյանը կփորձի ցանկացած մեծ կամ փոքր առիթ օգտագործել անվտանգության համատեքստը սրելու և այդպիսով հանրության մոտ իր սահմանած նոր «ծրագրային» նշաձողը առավել մեծ արդյունավետությամբ և ՕԳԳ-ով խաղարկելու համար:

Սրանով հանդերձ՝ Սարգսյանը, սահմանելով նշաձողը, գործնականում չի բացառում որևէ տեղ, որում կարող է հայտնվել ըստ դրա: Այսինքն՝ անվտանգությանը առավելագույնս «պիտանելի լինելու» հանգամանքը կարող է ենթադրել թե՛ վարչապետի պաշտոնում նրա հայտնվելը, թե՛, ասենք, Ազգային անվտանգության խորհրդի նախագահի կամ քարտուղարի, առավել ևս՝ եթե նկատի առնենք, որ այդ մարմինը նոր Սահմանադրությամբ օժտված է ոչ թե խորհրդակցական, այլ որոշում կայացնելու լիազորությամբ: Եվ եթե, օրինակ, Սերժ Սարգսյանին չհաջողվի անգամ ինչ-ինչ ներքին և արտաքին պատճառներով նախագահի պաշտոնից հետո մնալ վարչապետի պաշտոնում կամ առաջադրվել այդ պաշտոնում, ապա տեսականում նա կարող է հասնել իր համար ցանկալի կամ նպատակահարմար վարչապետի թեկնածուի, իսկ ինքն էլ զբաղեցնել ԱԽ քարտուղարի կամ խորհրդի նախագահի պաշտոնը՝ որոշում կայացնելու լիազորությամբ:

Տեսականում, իհարկե, կարող է դիտարկվել ցանկացած տարբերակ, այդ թվում՝ պաշտպանության նախարարի, որը խաղաղ պայմաններում կամ, ավելի ճիշտ կլինի ասել, չհայտարարված պատերազմի պայմաններում բանակի ղեկավարն է, որովհետև պատերազմի չհայտարարվածության պայմաններում Հայաստանը նոր Սահմանադրությամբ չի ունենալու Գերագույն գլխավոր հրամանատար:

Այստեղ, իհարկե, առկա է այն «հոգեբանական» հանգամանքը, թե արդյո՞ք Սերժ Սարգսյանը կհամաձայնի նախագահի պաշտոնից հետո իշխանության մեջ մնալ որևէ այլ՝ ավելի ցածր կարգավիճակով, բացառությամբ վարչապետի, որը գործնականում նույն Առաջին դեմքն է լինելու՝ համաձայն նոր Սահմանադրության: Բայց Սարգսյանն իր կառավարման ոճով և մոտեցումներով կարծես թե ցույց է տվել, որ հակված չէ անձնական «գերհավակնությունների» և շատ պրագմատիկ ու ռացիոնալ է դատում իշխանությանն ու քաղաքականությանը առնչվող հարցերում ու հաշվարկներում, ըստ այդմ՝ նա միանգամայն կարող է զերծ մնալ «փառասիրական» հանգամանքներից, եթե խոսքը վերաբերում է պրակտիկ քաղաքականությանն ու դրանում առավելագույն հնարավոր դերակատարում ապահովելու խնդիրներին:

Ամեն ինչ, ամենայն հավանականությամբ, կորոշի հնարավորի և անհնարի սահմանը, հարաբերակցությունը: Այն, որ Սարգսյանը բաց է թողնում հարցը և գործնականում չի բացառում ոչինչ, վկայում է, որ նա առաջնորդվում է հնարավոր առավելագույնի տրամաբանությամբ՝ միաժամանակ նաև չբացառելով «քչով գոհանալը»:

Այս ամենին զուգահեռ՝ մյուս, իսկ գուցե առաջնային ինտրիգն, իհարկե, այն է, թե ինչու է Սերժ Սարգսյանը պահում անորոշությունը՝ որովհետև ի՞նքն էլ վստահ չէ որևէ սցենարի իրատեսականության վրա, թե՞ վստահ չէ, որ որևէ սցենար հրապարակելու դեպքում դա կարող է արժանանալ ներքին կամ արտաքին քիչ թե շատ հուսալի հավանության:
