Լեռնային Ղարաբաղի հակամարտության խաղաղ կարգավորման համար բանակցային սեղանին կան մի շարք ողջամիտ պլաններ, որոնց շուրջ պետք է կողմերը բանակցեն և լուծումներ գտնեն: Մարտի 27-ին լրագրողների հետ հանդիպմանն այս մասին ասաց ԵԱՀԿ Մինսկի խմբի ամերիկացի համանախագահ Ռիչարդ Հոգլանդը: «Միգուցե, այդ պլանները վերջնական չեն, բայց դրանք շրջանառվում են, ինչը նշանակում է, որ բանակցությունները պետք է շարունակվեն դրանց շուրջ»,- «Արմենպրես»-ի հաղորդմամբ՝ նշեց Հոգլանդը:
Նա կարևորում է, որպեսզի հակամարտող կողմերի քաղաքական առաջնորդները քաղաքական կամք դրսևորեն և վերադառնան բանակցություններին: Նրա խոսքով՝ հակամարտության խաղաղ կարգավորմանը հասնելու համար հարկավոր է, որպեսզի հակամարտող կողմերն աշխատեն կարգավորման պլանների շուրջ:
Հոգլանդն անդրադարձավ հարցին՝ շրջանառության մեջ կա՞ «լավրովյան» կոչվող կարգավորման պլան: Նա նշեց, որ իրենք «լավրովյան պլան» արտահայտությունը չեն օգտագործում: «Մենք այդ արտահայտությունը չենք օգտագործում: Կա պլան, որը շրջանառվում է. այն բաղկացած է երեք մասից, սակայն այս պահին տեղին չէ, որ ես մանրամասներ ներկայացնեմ դրա վերաբերյալ: Կողմերը դրանց շուրջ աշխատում են»,- ասաց Ռիչարդ Հոգլանդը:
