Հայաստանում սահմանին ավելացված արժեքի հարկի գանձման վերացման հարցը բազմիցս քննարկվել է, սակայն խնդիրը լուծում չի ստացել: Դա տրամաբանական էր, քանի որ ԱԱՀ գանձումը դրամական մեծ հոսքեր է ապահովում դեպի պետական բյուջե և փաստացի դրա վերացումը մեծ ռիսկեր է պարունակում: Վարչարարության տեսանկյունից ավելի հեշտ է ԱԱՀ-ն գանձել սահմանին, քան ապրանքների իրացումից հետո, բայց խնդիրը միայն վարչարարությունը չէ:

Պետք է նկատենք, որ ավելացված արժեքի հարկից պետական բյուջեի եկամուտների կախվածությունը բավական մեծ է, իսկ դա նշանակում է, որ սահմանի վրա ԱԱՀ գանձման թեկուզ մասնակի վերացումը սկզբնական շրջանում ֆինանսական որոշակի ճեղքված կառաջացնի պետական բյուջեի եկամուտներում։ Այս մեխանիզմը ներդրվել է մոտավորապես 20 տարի առաջ, որը պայմանավորված էր պետական բյուջեի եկամուտների հավաքագրման դժվարությունների հետ:

Իհարկե, մտադրություն եղել է վերանայել այս գործընթացը, բայց ռիսկերը բավականին շատ են եղել: Եվ չնայած վերը նշված ռիսկերին, կառավարությունը մտադիր է գնալ որոշակի փոփոխությունների: Արտադրական գործունեությունը խթանելու և տնտեսվարողների համար բարենպաստ դաշտ ստեղծելու նպատակով կառավարությունը նախատեսում է սարքավորումների և հումքի ներկրումը ազատել մաքսային սահմանին ավելացված արժեքի հարկի վճարումից։

Նախաձեռնությունը կարելի է համարել արդեն մեկնարկած հարկային բարեփոխումների շրջանակներում: Ենթադրելի է, որ արտադրական գործունեության ոլորտում սահմանին ԱԱՀ գանձման վերացումը կարևոր քայլ կլինի տեղական արտադրողին աջակցելու առումով։ Կառավարությունը գնում է այս քայլին տեղական արտադրության ծավալներն ավելացնելու մտադրությունով: Այս մեխանիզմով հնարավորություն կտրվի տնտեսվարողներին խնայել ժամանակ, ոտքի կանգնել ու նոր վճարել ԱԱՀ-ը:
