Քաղաքագետը արցախյան հիմնահարցով տարվող բանակցային գործընթացում որեւէ լուրջ առաջխաղացում չի սպասում

 Միջազգային հանրության համար եւս ապրիլյան դեպքերը բավականին կարեւոր եւ սթափեցնող դեր խաղացին: «Արմենպրես»-ի հաղորդմամբ՝ լրագրողների հետ զրույցում նման տեսակետ հայտնեց քաղաքագետ Սերգեյ Մինասյանը:

«Տեսնում ենք, որ ռուսական եւ ամերիկյան կողմերը մեսիջներ են ուղարկում Ադրբեջանին, որ ցանկալի չէ նման ռազմական գործողությունների կրկնությունը: Սա, իհարկե, երաշխիք չէ, բայց դժվարացնում է նմանատիպ որոշման ընդունումը: Քաղաքական եւ ռազմական փորձագետները համոզված են, որ Ադրբեջանի համար անհամեմատ դժվար կլինի կրկին գնալ նման սրացման, եւ այստեղ իր դերն է խաղում զսպման այդ շեմի իջեցումը, վերջերս էլ նախագահը չափից ավելի շատ խոսում էր «Իսկանդերի» մասին, եւ ոչ միայն. կարծում եմ՝ այսպես հայկական կողմը ցանկանում է ցույց տալ, որ եթե ապրիլյան պատերազմի նման ինչ-որ նոր զարգացումներ լինեն, այս անգամ, միգուցե, հայկական կողմը ստիպված լինի գնալ սեփական նախաձեռնությամբ էսկալացիայի ավելացման»,- ընդգծեց քաղաքագետը:

Անդրադառնալով օրերս ԵԱՀԿ Մինսկի խմբի համանախագահների՝ Հայաստան եւ Արցախ կատարած այցին՝  Սերգեյ Մինասյանը նշեց, որ նախորդ այցերի, հայտարարությունների համեմատ՝ Մինսկի խմբի կողմից ավելի մեծ պատրաստակամություն է տեսնում շփման գծում վստահության մեխանիզմների ներդրման հարցում:

«Կարծում եմ՝ ՄԽ համանախագահները, չնայած ամեն ինչին,  հույսը չեն կորցնում առաջ տանելու շփման գծում կարեւոր նշանակություն ունեցող  այդ մեխանիզմների գործընթացը: Կարծում եմ նաեւ, որ համանախագահները հստակ հասկանում են դա, եւ հայկական կողմը միշտ էլ նշել է, որ եթե այդ մակարդակում չլինեն ինչ-որ լուրջ պայմանավորվածություններ, ձեռքբերումներ, ապա առաջ անցնել հնարավոր չի լինի: Ես տեսանելի ապագայում չեմ սպասում բանակցային գործընթացում որեւէ  լուրջ առաջխաղացման, բայց ամեն դեպքում Մինսկի խումբն անում է այն, ինչի համար ստեղծված է. գոն ե պահպանում է բանակցային գործընթացը,  լծակներն ու կոնտակտները հակամարտող կողմերի միջեւ՝ շատ լավ հասկանալով, որ դրանից առավել, հաշվի առնելով քաղաքական կամքի բացակայությունը տարբեր մակարդակներում, առաջին հերթին Ադրբեջանի կողմից, հնարավոր չէ: Այստեղ մենք ունենք այն իրավիճակը, որը ոչ ոքի համար նորություն չէ»,-եզրափակեց քաղաքագետը:

ՀՀ նախագահ Սերժ Սարգսյանը մարտի 27-ին ընդունել է ԵԱՀԿ Մինսկի խմբի համանախագահներ Իգոր Պոպովին (Ռուսաստան), Ռիչարդ Հոգլանդին (ԱՄՆ), Ստեֆան Վիսկոնտիին (Ֆրանսիա) և ԵԱՀԿ գործող նախագահի անձնական ներկայացուցիչ Անջեյ Կասպշիկին: Հանդիպման ընթացքում զրուցակիցները քննարկել են ղարաբաղյան հիմնախնդրի խաղաղ կարգավորման գործընթացին վերաբերող հարցեր, անդրադարձել արցախա-ադրբեջանական հակամարտության շփման գծում տիրող իրավիճակին: Հանդիպման մասնակիցները կարևորել են բանակցային գործընթացում հակամարտության խաղաղ կարգավորմանն ուղղված հանձնառություն ներին կողմերի հավատարմությունը, ինչպես նաև Վիեննայում և Սանկտ Պետերբուրգում բարձր մակարդակով ձեռք բերված պայմանավորվածությունների կատարման անհրաժեշտությունը:

Մարտի 28-ին համանախագահները հանդիպում են ունեցել Արցախի Հանրապետության նախագահ Բակո Սահակյանի հետ:
