115 երկիր Է մասնակցում միջուկային զենքի արգելման շուրջ ՄԱԿ-ում սկսված երկխոսությանը

115 պետություններ են մասնակցում միջուկային զենքի արգելման կոնվենցիայի շուրջ բանակցություններին, որոնք այս շաբաթ սկսվել են Նյու Յորքում ՄԱԿ-ի կենտրոնակայանում: Այդ մասին, ինչպես տեղեկացնում Է «Արմենպրես»-ը, մարտի 31-ին լրագրողներին հայտարարել Է խորհրդաժողովի նախագահ, համաշխարհային կազմակերպությանն առընթեր Կոստա Ռիկայի մշտական ներկայացուցիչ Էլեյն Ուայթ Գոմեսը:
«Բանակցություններին մասնակցող երկրների թիվը գերազանցում Է 115-ը»,-ասել Է դիվանագետը, հավելելով, որ քննարկումներին նաեւ մասնակցում են ոչ կառավարական կազմակերպությունների ավելի քան 220 ներկայացուցիչներ: Նրա խոսքով՝ համաժողովի մասնակիցները լուծել են բոլոր ընթացակարգային հարցերը եւ ձեռնամուխ են եղել ապագա կոնվենցիայի, այդ թվում՝ նրա «հանգուցային սկզբունքների ու նպատակների», ներածականի եւ որոշման հիմնական դրույթների առարկայական քննարկմանը:
Ինչպես հայտնել Է Գոմեսը, ստացվել են բազմաթիվ առաջարկություններ են ստացվել այն դրույթների առնչությամբ, որոնք վերաբերում են միջուկային զենքի ձեռքբերման, մշակման, արտադրության, փորձարկման, տիրապետման, օգտագործման եւ օգտագործման սպառնալիքի արգելքին: Ընդհանուր առմամբ, ընդգծել Է նա, կարծիքների «ակտիվ եւ կառուցողական փոխանակում» Է ընթանում:
Խորհրդաժողովի անցկացման որոշումն ընդունվել Էր անցյալ տարի ՄԱԿ-ի Գլխավոր ասամբլեայի զինաթափման եւ միջազգային անվտանգության կոմիտեի կողմից: ԳԱ-ի համապատասխան բանաձեւի համահեղինակներ են հանդես եկել Ավստրալիան ու եւս 50-ից ավելի երկրներ, փաստաթղթին աջակցել Է 123 պետություն: Դեմ են արտահայտնվել 38 պետություններ, նրանց թվում՝ ՄԱԿ-ի Անվտանգության խորհրդի չորս անդամներ՝ Ռուսաստանը, ԱՄՆ-ը, Ֆրանսիան, Մեծ Բրիտանիան: Չինաստանն այն ժամանակ ձեռնպահ մնաց քվեարկության ժամանակ: Սակայն ավելի ուշ հայտնի դարձավ, որ բոլոր հինգ պաշտոնական միջուկային տերւթյունները չեն մասնակցելու խորհրդաժողովին:
Խորհրդաժողովի առաջին փուլը, ՄԱԿ-ի ԳԱ-ի որոշման համաձայն, կետեւի հինգ օր, իսկ երկրորդը կետեւի արդեն երեք շաբաթ եւ կսկսվի հունիսի 15-ին: Դրա ավարտին խորհրդաժողովի մասնակիցները Գլխավոր ասամբլեային զեկույց կներկայացնեն աշխատանքի արդյունքների մասին: Բանակցային ողջ գործընթացի արդյունքը, ինչպես սպասվում Է, կդառնա միջուկային զենքի արգելման եւ վերացման մասին իրավաբանորեն պարտավորեցնող փաստաթուղթը, հաղորդել Է ՏԱՍՍ-ը:
