Կրկին ապացուցվեց ՀԾԿՀ-ի ձևական կառույց լինելը

Երեկ «Տաշիր» ընկերությունների խումբն իր պաշտոնական կայքում տարածած հաղորդագրությամբ հայտնել էր, որ Интер РАО ընկերությունից ձեռք է բերելու Հայաստանի Հանրապետության էլեկտրաէներգետիկ ակտիվները, այսինքն՝ «Տաշիր» ընկերությունների խումբը և Интер РАО ընկերությունների խումբը ստորագրել են համապատասխան առք ու վաճառքի պայմանագիր:
Կողմերը պայմանավորվածություն են ձեռք բերել առ այն, որ «Հայաստանի էլեկտրական ցանցեր» ՓԲԸ-ն և «Հրազդանի ՋԷԿ» ԲԲԸ-ն կշարունակեն ամբողջական ծավալով կատարել նախկինում ստանձնած իրենց պարտավորությունները:
Միաժամանակ, «Տաշիր» ընկերության ղեկավար Սամվել Կարապետյանը հայտարարել է, որ «Տաշիր» ընկերությունների խումբն ամբողջովին ստանձնում է «Հայաստանի էլեկտրական ցանցեր» ընկերության կառավարման պարտավորությունները:
Ընկերության հետագա զարգացման ծրագրերում է ներկայացնել հակաճգնաժամային ծրագիր, որը նպատակ ունի օպտիմալացնել ընկերության ֆինանսական գործունեությունը, ուժեղացնել ընկերության ֆինանսատնտեսական գործունեության վերահսկումը, ինչպես նաև փուլ առ փուլ մոդեռնիզացնել «Հայաստանի էլեկտրական ցանցերը»:
Բանն այն է, որ գործարքն ավարտված չի կարելի համարել, քանի դեռ Հանրային ծառայությունները կարգավորող հանձնաժողովը չի տվել վաճառքի թույլտվություն: Տեսականորեն, ՀԾԿՀ-ն կարող է և մերժել, այդ դեպքում պայմանագիրը դառնում է ուժը կորցրած, իսկ գործարքը՝ տապալված: Կողմերն առանց այդ թույլտվության արդեն իսկ կնքել են պայմանագրեր՝ վստահ լինելով, որ հանձնաժողովը չտա համապատասխան թույլտվությունը:
Բնականաբար, այսօր առավոտյան ՀԾԿՀ-ն միաձայն որոշում ընդունեց և տվեց ՀԷՑ-ը վաճառելու թույլտվությունը, սակայն հետաքրքրականն այն է, որ պայմանագիր կնքող կողմերը նույնիսկ ձևականորեն չեն պահել վաճառքի ընթացակարգը՝ արհամարհելով ՀԾԿՀ-ի դերակատարությունն այս գործարքում:
Հիշեցնենք սակայն, որ պետական այս հանձնաժողովը կոչված է վերահսկել և կարգավորել հանրային ծառայությունների ոլորտը, կարող է փոփոխության ենթարկել սակագները և առաջարկվող ծառայությունների ծավալները, սակայն, ինչպես տեսնում ենք, գործնականում այդ մարմինը վերածվել է քաղաքական գործընթացներից կախված մարմնի, որը զբաղված է միայն դիմումներ հաստատելով:
