Աուդիտի մասին հայտարարությամբ փորձում էին ժամանակ շահել, մինչև կգտնվեր ՀԷՑ-ի նոր սեփականատերը. Վարդան Բոստանջյան

Ինչպես արդեն հայտնել ենք, Հանրային ծառայությունները կարգավորող հանձնաժողովն այսօր՝ հոկտեմբերի 1-ին, որոշեց «Հայաստանի էլեկտրական ցանցեր» ընկերության 100 տոկոս բաժնետոմսերը վաճառել ռուսաստանաբնակ գործարար Սամվել Կարապետյանին պատկանող «Տաշիր» ընկերությունների խմբին:

ՀԾԿՀ որոշումը կայացվել է «Ինտեր ՌԱՕ Հոլդինգ Բի. Վի.» ընկերության և ՀԷՑ-ի՝ սեպտեմբերի 15-ի և 25-ի հայտարարությունների հիման վրա: Այդ ընկերությունների միջև կնքված պայմանագրի համաձայն՝ ՀԷՑ-ի 100 տոկոս բաժնետոմսերը վաճառվել են «Լիորմանդ Հոլդինգզ Լիմիթեդ» ընկերությանը: Տնտեսագիտության դոկտոր-պրոֆեսոր, ԱԺ ԲՀԿ խմբակցության նախկին պատգամավոր Վարդան Բոստանջյանը Past.am-ի հետ զրույցում ասաց, որ ողջունում է վաճառքը:

Ըստ նրա՝ ՀԷՑ-ը գտնվում էր վատ վիճակում և կարիք ուներ արդիականացման և տեխնիկական հագեցման: «Ընկերության իրավիճակը պայմանավորված էր նախկին սեփականատերերի անհաջող կառավարմամբ, ինչի արտացոլումն էր սակագների թանկացումը և այն բողոքի ալիքը, որը մենք տեսանք: ՀԷՑ-ը ձեռք է բերել Ռուսաստանում բնակվող գործարար Սամվել Կարապետյանը:

Վերջինս պատշաճ գործունեություն է իրականացնում: Բնականաբար, այդ պատշաճ գործունեությունը պետք է իրականացնի նաև ՀՀ-ում: Այդ առումով անհրաժեշտ է ողջունել այս քայլը, հատկապես այն պարագայում, որ առաջիկա մեկ տարվա ընթացքում հոսանքի սակագների բարձրացում չի լինի»,- ընդգծեց պարոն Բոստանջյանը: Անդրադառնալով նրան, որ ՀԷՑ-ը ձեռք բերած ընկերությունը գրանցված է օֆշորային գոտում՝ տնտեսագետն ասաց,որ դա գործարարների համար գաղտնիք պահելու ձև է, որը շատ տարածված է ամբողջ աշխարհում:

«Թափանցիկ գործունեության համար օֆշորային ռեժիմում աշխատելը լավագույն տարբերակը չէ, բայց դա ընդունված է աշխարհում: Դա պայմանավորված է տնտեսվարող սուբյեկտների շահերի պաշտպանությամբ: Ես հավաստիացնում եմ, որ դա ամբողջ գործընթացի ամենավատ մասը չէ: Այստեղ ամենաէականն այն է, որ գնորդը դրսևորվել է միայն դրական կողմերով: Սա նշան է այն բանի, որ մենք կունենանք արդիականացված էլեկտրական ցանցեր»,-նշեց Բոստանջյանը: Խոսելով աուդիտի մասին՝ մեր զրուցակիցը ասաց, որ դրանով ոչինչ հնարավոր չէր անել:

Ըստ նրա՝ աուդիտի հայտարարման ժամանակաշրջանում ժողովուրդը գտնվում էր բողոքի չկառավարվող վիճակում և պետք էր մեղմացնել իրավիճակը: «Այդ տիպի ընկերությունները միշտ էլ գտնվում են աուդիտի մեջ: Աուդիտը մի գործառույթ է, որը ցույց է տալիս, թե որքան արդյունավետ է աշխատում տվյալ տնտեսվարող սուբյեկտը: Ուղղակի փորձում էին ժամանակ շահել, մինչև կգտնվեր նոր սեփականատերը»,- իր խոսքը եզրափակեց Վարդան Բոստանջյանը:
