Ռոբերտ Նազարյանը փաստեր ներկայացրեց ՀԷՑ-ում վատ մենեջմենթի մասին և քննադատեց Բիբինին

Հանրային ծառայությունները կարգավորող հանձնաժողովի նախագահ Ռոբերտ Նազարյանին բարկացրել է ՀԷՑ-ի գլխավոր տնօրեն Եվգենի Բիբինի վերջին հարցազրույցը, որում նա էլեկտրաէներգիայի թանկացման համար մեղադրել է կառավարությանը և ՀԾԿՀ-ին: Ազգային ժողովում էլեկտրաէներգիայի թանկացման վերաբերյալ խորհրդարանական լսումների ընթացքում Ռոբերտ Նազարյանը ափսոսանք հայտնեց, որ Եվգենի Բիբինը չի ներկայացել լսումներին: Նա փաստեր ներկայացրեց ՀԷՑ-ում վատ մենեջմենթի մասին՝ նկատելով, որ Եվգենի Բիբինը չի էլ խոսում իր ղեկավարած ընկերության վատ մենեջմենթի, սխալների մասին. «Պարոն Բիբին, Դուք՝ որպես գլխավոր տնօրեն, ինչի՞ համար չեք նշում այն մասին, թե դուք ի՞նչ խնդիրներ ու թերացումներ ունեք, ի՞նչ եք պատրաստվում անել այս իրավիճակը շտկելու համար: Ինչի՞ համար չեք խոսում վատ մենեջմենթի մասին, որ արել է ձեր ընկերությունը: Ես կցանկանայի, որ նա ներկա լիներ այս լսումներին, որպեսզի լսեր այս ամենը»,- «Արմենպրես»-ի հաղորդմամբ՝ նշեց Նազարյանը:

Ռոբերտ Նազարյանը հայտնեց, որ երբ ՀՀԿ խմբակցությունում քննարկվում էր հարցը, Բիբինը դարձյալ փորձում էր ամբողջ մեղքը գցել արտադրող կայանների վրա, որևէ կերպ չանդրադառնալով իր ղեկավարած ընկերությունում առկա թերացումներին ու սխալ մենեջմենթին: «Ես հիմա կփորձեմ որոշ հարցադրումների հետ կապված կիսվել ձեզ հետ: 2007-2015թթ. ՀԷՑ-ը կատարել է 102 մլրդ դրամի ներդրում: Դա կոչված էր, որպեզի կարողանանք հուսալի և անվտանգ էլեկտրաէներգիա մատակարարել, լավացնել սպասարկման որակը: Այդ ներդրումների կատարման արդյունքում 22 մլրդ դրամ մեր կողմից չի ընդունվել երկու պարզ պատճառով: Դրա առյուծի բաժինը պայմանավորված է եղել նրանով, որ ներդրումները կատարելիս նրանք ավելի բարձր արժեքով են գնումներ կատարել, քան այդ ժամանակվա շուկայական գները: Երկրորդ մասն այն է, որ ներդրումների արդյունքում ակնկալվող արդյունքները չստացանք»,- ասաց Նազարյանը:

Ռոբերտ Նազարյանն ասաց, որ 2007 թվականից մինչև հիմա տարեկան 1,5-2 տոկոսով կորուստներն ավելի բարձր են եղել, քան սակագնում ներառված տեխնոլոգիական կորուստներն են, սա 2007 թվականից մինչև այսօր կազմել է 25 մլրդ դրամ: Հաջորդ ճոխ ծախսը, ըստ Նազարյանի, աշխատավարձի մասով է եղել: Նա նշեց, որ 2007 թվականից ամեն տարի մեկ մլրդ դրամի չափով ՀԷՑ-ի աշխատավարձի ֆոնդն ավելացել է, դա եղել է շահույթի հաշվին: 2007թ. մինչև այս պահը 6 մլրդ 500 մլն դրամ ավելի աշխատավարձ է տրամադրել ընկերությունը, քան նախատեսված էր սակագնով: «Հիմա կասեք՝ ի՞նչ է եղել, իրենց շահույթն է, ոնց ուզում են, թող տնօրինեն: Բայց, ցավոք, այդպես չէ: Իմ ասած թվերը լրջագույն թվեր են, որոնք եթե չլինեին, այսօր այս իրավիճակը չէր լինի»,- ասաց Նազարյանը:

Ռոբերտ Նազարյանը խոսեց նաև ՀԷՑ-ի կողմից բարձր տոկոսներով վարկեր վերցնելու քաղաքականության մասին: Նա ընդգծեց, որ ընկերությունը սկսել է կարճաժամկետ վարկեր վերցնել ավելի բարձր տոկոսներով, ինչի արդյունքում դարձել է անվարկունակ:
