Վարչապետն ակնկալում է տրանսպորտի ոլորտում սահմանել ռադիկալ խաղի կանոններ

Հայաստանի Հանրապետության բնակավայրերի տրանսպորտային հասանելիության մակարդակը բավարար չէ՝ 97 համայնք չի սպասարկվում ներմարզային երթուղիներով։ Այդ մասին ՀՀ կառավարության նիստում հայտարարեց վարչապետ Կարեն Կարապետյանը՝ ավելացնելով, որ խիստ անհրաժեշտ է համարում հանրապետությունում երթուղային ցանցի, մասնավորապես՝ներմարզային ցանցի արդիականացմանն ուղղված աշխատանքների անհապաղ իրականացումը:

Վարչապետը հիշեցրեց, որ Տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների նախարարն արդեն ստացել էր համապատասխան հանձնարարական, սակայն ըստ նրա, հարկ է նշել, որ տրանսպորտային համակարգի բարեփոխումները սերտորեն կապված են նաև միջպետական, հանրապետական նշանակության և համայնքային ճանապարհների տեխնիկական վիճակի հետ: «Տվյալ խնդրի շուրջ ունեցել ենք քննարկումներ, բայց, կարծում եմ, ժամանակն է սահմանել խնդրի լուծման հստակ վերջնաժամկետները: Այդ իսկ պատճառով հանձնարարում եմ Տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների նախարարի՝ երեքշաբաթյա ժամկետում ամփոփել և Կառավարության աշխատակազմ ներկայացնել հանրապետության և մարզերի համար նախատեսված ուղևորափոխադրման երթուղային ցանցի նոր տարբերակ, որի պարագայում կլուծվի նշված 97 բնակավայրերի ներմարզային երթուղիներով, ժամանակակից և հարմարավետ տրանսպորտային միջոցներով սպասարկման հարցը»,- «Արմենպրես»-ի հաղորդմամբ, ասաց վարչապետը:

Վարչապետի մեկ այլ հանձնարարականով երեքշաբաթյա ժամկետում պետք է ակտիվացնել Հայաստանի Հանրապետությունում միջպետական և հանրապետական նշանակության ճանապարհների ՀՀ պետական բյուջեից և վարկային ծրագրերով ֆինանսավորվող շինարարական-վերականգնողական աշխատանքները, և Կառավարության աշխատակազմ ներկայացնել տվյալ աշխատանքների վերաբերյալ ամփոփ տեղեկատվություն 2017 թվականին նախատեսված աշխատանքների վերաբերյալ:

Մեկամսյա ժամկետում էլ պետք է մշակվի և Կառավարության աշխատակազմ ներկայացվի «ՀՀ ճանապարհների շինարարության եւ պահպանման» հիմնադրամի ստեղծման անհրաժեշտության վերաբերյալ հիմնավորումը՝ հաշվի առնելով միջազգային լավագույն փորձը, և ներկայացնել առաջարկություն նշված հատուկ հիմնադրամը ֆինանսական ռեսուրսների ապահովման և հնարավոր  աղբյուրների վերաբերյալ:   

«Մենք պետք է միջպետական 1800 կմ, հանրապետական 1900 կմ, համայնքային 3800 ճանապարհների հստակ ռանգավորում ունենանք, յուրաքանչյուրի գնահատականը տանք, ցանցը էլեկտրոնային տարբերակով ունենանք՝ յուրաքանչյուր հատվածի վրա համապատասխան տեղեկատվությամբ: Երկրորդ՝ բոլոր վերանորոգման, շինարարական աշխատանքները կազմակերպելու ժամանակ քննարկեք տարբերակ, որ շինարարներին մենք պատվիրակելու ենք ճանապարհի հսկողությունն ու էքսպլատացիան, որպեսզի նա իմանա՝ լինելու է խնդրի մեջ: Այդ ամենը պետք է առավելագույնս բաց ու թափանցիկ անել»,- ասաց Կարեն ԿարապեÕ �յանը՝ հավելելով, որ պետք է տրանսպորտային ցանցը բաժանել լոտերի՝ ըստ շահութաբերության, որպեսզի պոտենցիալ ներդրողը հասկանա իր գործողությունը, բիզնեսի երկարատևությունը, պայմանը: «Պետք է խաղի կանոնները սահմանել սկզբունքային, ռադիկալ կերպով, երկարատև հորիզոնով: Շատ արագ ձեզնից սպասում ենք լուծումներ»,- դիմելով Տրանսպորտի նախարար Վահան Մարտիրոսյանին՝ ասաց ՀՀ վարչապետը:
