Եկամուտների աճի արդյունքում կառավարությունը գնում է կապիտալ ծախսերի ավելացման 50 միլիարդով

 ՀՀ կառավարության հավակնությունը շատ ավելի բարձր է, քան 3,2 տոկոս տնտեսական աճ ապահովելը: Այդ մասին կառավարության նիստում հայտարարեց ՀՀ ֆինանսների նախարար Վարդան Արամյանը՝ հիշեցնելով, որ նախորդ տարվա ընթացքում՝ 2017 թվականի պետական բյուջեն ներկայացնելիս ընդգծել են՝ նախատեսվող կապիտալ ծախսերի ցուցանիշը բարձր հավակնություն չէ և եթե տնտեսական իրավիճակն ավելի լավ լինի, քան ակնկալվում է, հարկահավաքումը շատ ավ ելի բարձր լինի, քան նախատեսված է պետբյուջեով, լրացուցիչ միջոցները կվերաուղղվեն կապիտալ ծախսերին:

«Ինչո՞ւ, որովհետև 3,2 տոկոս տնտեսական աճը մեր թիմի հավակնությունը չէ, այն շատ ավելի բարձր է: Մենք միջնաժամկետում հավակնում ենք ունենալ շատ ավելի բարձր տնտեսական աճի ցուցանիշ: Դրա պայմաններում, շատ կարևոր է, որ լրացուցիչ միջոցները վերաուղղենք կապիտալ ծախսերին»,- «Արմենպրես»-ի հաղորդմամբ, ասաց Արամյանը՝ հավելելով, որ միջազգային դոնոր կազմակերպությունների հետ քննարկումների արդյունքում որոշվել է նախապատվությունը տալ արտաքին ֆինանսավորմամբ այն ծրագրերին, որոնք կապիտալ բնույթի են:

Առանձնացվել են 98 մլն դոլարի ծրագրեր, որոնք հնարավոր է իրականացնել այս տարի: «Սակայն պետք է հաշվի առնել նաև մի երևույթ, երբ 98 մլն դոլար մենք արտաքին ֆինանսական կազմակերպություններից վերցնում և ծախս ենք կատարում, դա  որոշակիորեն ազդում է նաև պարտքի և դեֆիցիտի ցուցանիշի վրա: Մյուս կողմից, քանի որ ասել ենք, որ պարտքի ցուցանիշը միջնաժամկետում կայունացնելը մեզ համար առաջնահերթություն է, կարևոր է, որպեսզի կարողանանք պարտքը միջնաժամկետում կայունացնել: Այստեղ առաջին եռամսյակում հարկահավաքման ցուցանիշի մասով ունենք նաև լավ լուր: ռամսյակային կատարման առումով պետբյուջեով նախատեսված 1 տրիլիոն 135 միլիարդի ադեկվատ ծրագիրը գերակատարել ենք 11,5 մլրդ դրամով: Սա նշանակում է, որ եթե այդ վարքագիծը կարողանանք պահպանել, իսկ կարծում ենք, որ մեր ՊԵԿ-ի գործընկերները բավականին ագրեսիվ են, որպեսզի բարեփոխումներ իրականացվեն հարկային ու մաքսային քաղաքականության ոլորտում, մեզ համար հասանելի կլինի շատ ավելի բարձր ցուցանիշ»,- ընդգծեց Ֆինանսների նախարարը՝ տեղեկացնելով, որ այս տարի շուրջ 50 միլիարդ դրամով կառավարությունը բարձրացնելու է հարկային եկամուտների ակնկալվող ցուցանի շը՝ իրականացնելով կապիտալ ծախսեր, որպեսզի 2018-ին թիրախավորվի տնտեսական աճի շատ ավելի բարձր ցուցանիշ:

Արամյանի խոսքով, այստեղ պետք է հաշվի առնել նաև, որ կան որոշակի ռիսկեր, ընդունում են, որ շատ բարձր ցուցանիշ են սահմանում ՊԵԿ-ի համար, և Ֆինանսների նախարարությունը կփորձի օժանդակել բարեփոխումներին:

«Եթե տարվա ընթացքում 50 միլիարդի հավաքագրման հարցում ունենանք դժվարություններ, բնականաբար, ճշգրտում կանենք ծախսերի ցուցանիշում, որպեսզի պարտքի ցուցանիշը մեզ մոտ գերաճ չտա և չունենանք ավելի բարձր պակասուրդ»,- ասաց Արամյանը՝ հավելելով, որ գերատեսչությունները պետք է մեկշաբաթյա ընթացքում ներկայացնեն իրենց բյուջետային հայտերը՝ պետբյուջեի մասով որոշման մեջ փոփոխություն կատարելու ու բյուջեն բալանսավորելու նպատակով:
