Տեր-Պետրոսյանի այդ օրակարգը դիտվեց որպես գլոբալ գործարքի առաջարկություն, որը, շատ փորձագետների համոզմամբ, սիրով ընդունվեց Սերժ Սարգսյանի կողմից: Գինն էլ, ըստ այդ պնդումների, պետք է լիներ ԱԺ անցնելու 7 տոկոսանոց շեմի հաղթահարումը: Իսկ տրամաբանությունը հետեւյալն էր. Սերժ Սարգսյանն առաջիկայում միջազգային դիտորդների ճնշումների ներքո ստիպված է լինելու գնալ տարածքային զիջումների, եւ խաղաղության թեզը առաջ տանող ուժի ներկայությունն Ազգային Ժողովում նրա համար խիստ կարեւոր է, որպեսզի հարկ եղած դեպքում այդ ուժը ոչ միայն հանրային տրամադրություններ ձեւավորի, այլեւ նրանց ֆոնին ինքը կարողանա որոշակի շրջանակների մոտ ներկայանալ որպես անզիջողականության մարմնավորում: 


Ապրիլի 2-ի խորհրդարանական ընտրությունների ամենամեծ անակնկալներից մեկն էլ, թերեւս, «Կոնգրես-ՀԺԿ» դաշինքի չանցնելն էր: Եվ ոչ միայն այն պատճառով, որ «Հայ ազգային կոնգրեսն», այնուամենայնիվ, ընդդիմադիր դաշտի ամենաարմատական դիրքորոշում ունեցող ուժն էր, որի ներկայացուցիչները անցած հինգ տարիներին Աժ-ում հանդես են եկել իշխանության ամենաառարկայական քննադատությամբ, որը ամենահետեւողական պայքարը տարավ սահմանադրական հանրաքվեի գործընթացում եւ որը, ի վերջո, ներդրեց առավելագույն ջանքերը ընտրական օրենսգրքի բարեփոխման հարցում: ՀԱԿ-ի չանցնելը առավել մեծ անակնկալ էր Լեւոն Տեր-Պետրոսյանի կողմից, այսպես կոչված, խաղաղության, հաշտության եւ բարիդրացիության գաղափարախոսության առաջ քաշման պարագայում:
