Աղետների ռիսկերի չեզոքացման ճանապարհը

Ներկայումս մարդու գործունեության հետևանքով մեծացել է տարբեր տեսակի աղետների ռիսկը, ուստի պատահական չէ, որ պետությունները տարբեր հարթակներում մշակում են մեխանիզմներ աղետների ռիսկերը նվազեցնելու և կառավարելու ուղղությամբ: Բացառություն չէ նաև Հայաստանը: Մեր երկրում աղետների ռիսկերը նվազեցնելու գործընթացի էֆեկտիվությունը բարձրացնելու նպատակով գործադիրը հավանություն է տվել «Աղետների ռիսկի կառավարման ազգային ռազմավարությանը վերաբորող որոշման նախագծին:
Նախագծի ընդունման համար հիմք է հանդիսացել այն հանգամանքը, որ գոյություն ունեցող մարտահրավերների հաղթահարման համար մեծապես անհրաժեշտ է համապատասխան քայլերի ձեռնարկումը՝ աղետների ռիսկը կառավարելու ուղղությամբ` իրականացնելով աղետների ռիսկի ըմբռնում, գնահատում, մշտադիտարկում, հզորացնելով աղետների ռիսկի կառավարման կարողությունները և աղետներին դիմակայունությունը` տնտեսական, սոցիալական, առողջապահական, մշակութային, կրթական, շրջակա միջավայրի պահպանության և այլ ոլորտներում:
Նշենք, որ աղետների ռիսկի կառավարման ազգային ռազմավարության իրականացումից սպասվելիք արդյունքները կլինեն աղետների կանխումն ու կանխարգելումը, աղետների ռիսկի նվազեցումը և կառավարումը, աղետներին արդյունավետ արձագանքումը, հետաղետային վերականգնման կարողությունների հզորացումը, աղետներին դիմակայունության մշակույթի ձևավորումը և այլն: Նախագծի ընդունմամբ ակնկալվում է Հայաստանը դարձնել աղետներին դիմակայուն երկիր՝ նվազեցնելով աղետներից մարդկանց կյանքին և առողջությանը, երկրի տնտեսությանը և համայնքներին սպառնացող կորուստներն ու վնասները` ձևավորելով ամուր հիմքեր երկրի կայուն զարգացման համար:
