«Խորհրդարանական ընտրությունների մասին միջազգային դիտորդական առաքելություններն ու Հայաստանում հավատարմագրված օտարերկրյա պետությունների դեսպանատները համակարծիք են. ընտրությունների արդյունքների վրա հիմնական ազդեցությունն ունեցել է համատարած բաժանված ընտրակաշառքը:
Այդ մասին խոսել է ԵԱՀԿ/ԺՀՄԻԳ դիտորդական առաքելությունը ապրիլի 4-ի նախնական զեկույցում, այդ մասին շեշտել են ընտրություններից հետո իրար հաջորդած հայտարարություններում Եվրամիությունը, ՀՀ-ում ԱՄՆ դեսպանատունը, իսկ երեկ էլ ՀՀ-ում Մեծ Բրիտանիայի դեսպանատան հայտարարության մեջ էր նշված ընտրություններում ընտրակաշառքի ազդեցության մասին:
«Մենք, այսուհանդերձ, հաշվի ենք առնում ընդհանուր ընտրական գործընթացին վերաբերող բողոքներն ու պնդումները և խրախուսում պատկան մարմիններին արդյունավետ կերպով ուսումնասիրել դրանք»,- ասված է Մեծ Բրիտանիայի դեսպանատան՝ երեկվա հայտարարության մեջ:
Հիշեցնենք, որ ԱԺ ընտրություններից մի քանի օր առաջ ՀՀ-ում ԱՄՆ-ի, Մեծ Բրիտանիայի և ԵՄ դեսպանատները հանդես եկան համատեղ հայտարարությամբ՝ մտահոգություն հայտնելով ընտրողներին ահաբեկելու, քվեները գնելու փորձերի և վարչական ռեսուրսի կիրառման փորձերի վերաբերյալ` նախազգուշացնելով, որ ընտրությունների մասին իրենց գնահատականը «չի սահմանափակվելու միայն քվեարկության օրն իրականացված ընտրական ընթացակարգերի դիտարկմամբ»:
Ու, փաստորեն, իշխանությունները պարզապես անտեսեցին այս նախազգուշացումն ու շարունակեցին ընտրակաշառք բաժանելը: Ավելին` այսօր ընտրակաշառքի մասին ահազանգում են նաև նույն ՀՀԿ-ականները` ընդ որում, խոսելով ե՛ւ իրենց կուսակցության, ե՛ւ ուրիշ ուժերի կողմից ընտրակաշառքի բաժանման մասին: Մեզ մնում է այսքանից հետո արձանագրել, որ Հայաստանի նոր խորհրդարանը, ըստ այդմ՝ նաև ՀՀ իշխանությունը, մեծապես ձևավորվել է կոռուպցիայի միջոցով»:
