«Փաստ» օրաթերթը գրում է.

Խորհրդարանական ընտրություններն այլևս անցյալում են։ Մասնակից քաղաքական ուժերից որևէ մեկը կարծես թե չի պատրաստվում բողոքարկել արդյունքները, սակայն միաժամանակ գրեթե բոլոր ուժերը շեշտում են ընտրական գործընթացում տեղ գտած անյպիսի երևույթի մասին, ինչպիսին ընտրակաշառքն էր։ 

Ընտրակաշառքների մասին խոսակցությունները դարձան հայաստանյան ընտրությունների մշտական ուղեկիցը արդեն 2000-ականների սկզբից (անշուշտ, խոսքը գնում է գումարի տեսքով ընտրակաշառքի մասին)։ Գլոբալ առումով, սակայն, ընտրակաշառքի վերաբերյալ առկա է թյուրըմբռնում առ այն, որ ընտրակաշառքը միայն քվե ստանալու համար քաղաքացիներին բաժանվող գումարն է։ Սակայն այստեղ պետք է շեշտել, որ ընտրակաշառք երևույթն ունի շատ ավելի լայն ընդգրկում, և ըստ էության, ընտրակաշառք են հանդիսանում և՛ տարատեսակ նախընտրական խոստումները, և՛ թեկնածուների, և՛ քաղաքական ուժերի կողմից նախընտրական շրջանում անցկացվող միջոցառումները, որոնք ներկայացվում են որպես բարեգործություն, և՛ վերջապես վարչական ռեսուրսի կիրառումը։ 

Այս երևույթները նախընտրական շրջանում սուր քննադատության արժանացան քաղաքական ուժերի կողմից, սակայն ներկայում արդեն կարող ենք փաստել, որ խորհրդարան անցած ուժերի ներկայացուցիչներն էլ, կարծես թե, համակերպվել են ընտրակաշառք երևույթի հետ։ Երևույթն ինքնին բավական բարդ է և բազմաշերտ։
Բանն այն է, որ ընտրակաշառքը ամենադժվար ապացուցողականություն ունեցող քրեական հանցագործություններից մեկն է, քանի որ և՛ ընտրակաշառք տալը, և՛ վերցնելը ունեն միևնույն հանցակազմը, ինչը նշանակում է, որ ընտրակաշառք բաժանողն ու վերցնողը, ըստ էության, հանցավոր համաձայնության են գալիս։ Բնականաբար, երկու կողմն էլ առավելագույնս փորձում են ժխտել նման գործունեություն։ Թերևս սա է պատճառը նաև, որ չնայած ընտրակաշառքների մասին բազմաթիվ տեղեկություններին, քրեական գործեր այդպես էլ չհարուցվեցին։ Ի դեպ, պետք է շեշտել, որ այստեղ, Քրեական օրենսգրքի համապատասխան տողով, սուտ մատնության համար նույնպես նախատեսվում է պատիժ, ինչը գործնականում անհնար է դարձնում հանցագործության բացահայտումը։

Սակայն անկախ հարցի իրավական կողմից, խնդիրն այն է, որ երևույթը կա, որի հետ առնչվում են հասարակական լայն շերտեր։ Միևնույն ժամանակ սա բավական բարդ կացություն է ստեղծում ընդհանրապես ընտրական գործընթացի շուրջ, քանի որ հնարավոր չէ պարզել, թե ընտրակաշառքներն ինչ կերպով և ինչ չափով են ազդել ընտրությունների արդյունքի վրա։ Մյուս կողմից՝ ընտրակաշառք երևույթը նաև երկիմաստ տպավորություն է թողնում, քանի որ անգամ ընտրակաշառք վերցրած քաղաքացին զուտ ընտրատեղամասում քվեարկել է իր կամքով, քաղաքացու քվեն չի կորել և ըստ էության, հասել է հասցեատիրոջը, քվեարկության պրոցեսում մեծ հաշվով լցոնում, կրկնաքվեարկություն, ընտրական կարուսել կամ նմանատիպ կոպիտ խախտումներ չեն գրանցվել։

Մյուս կողմից՝ ընտրակաշառքի լայն տարածումը վկայում է հասարակության քաղաքացիական գիտակցության ցածր մակարդակի և ընդհանրապես ընտրական գործընթացների նկատմամբ անվստահության մասին։ Այստեղ արդեն հարց է ծագում, ինչ միջոցներով և ինչ քայլերով է հնարավոր հասնել այս երևույթի իսպառ բացառմանը:
