Խորհրդարանի ընտրությանն ընտրակաշառքի դերակատարումը մատնանշվեց ոչ միայն մասնակից քաղաքական ուժերի, տեղական դիտորդների, այլ նա միջազգային հանրության գնահատականներում: Ընտրակաշառքի սահմանները, ազդեցության շրջանակը, տեսակարար կշիռը սակայն այդպես էլ մնաց չորոշակիացած, պարզ չեղավ, թե հատկապես քանի հարյուր հազար մարդ է քվեարկել ընտրակաշառքով, ինչ սոցիալական շերտեր է ներառել ընտրակաշառքը: Իհարկե, սրանից առաջ կա խնդրի իրավական ասպեկտը, որը սակայն նույնպես մնացել է չպարզաբանված, քանի որ իրավապահները պատճառաբանում են, թե ընտրակաշառքը դժվար բացահայտելի կամ ապացուցելի հանցագործություն է: Իհարկե հեշտ չէ, սակայն հենց դրա համար է իրավապահ համակարգը, որ իր տնօրինած գործիքակազմով կարողանա բացահայտել դժվար բացահայտելին, որովհետ «ուչաստկովիի մակարդակի» գործերը բացահայտելու համար կարիք չկա պահել ավելի քան 20 հազար թվակազմ ունեցող միայն ոստիկանություն, էլ չասած քննչական դատախազական կառույցների մասին:
Այդուհանդերձ հասկանալի է, որ նույնիսկ իրավական առումով գործ ունենք քաղաքական խնդրի հետ: Այդ քաղաքական խնդիրը պետք է հաղթահարվի հասարակական միջոցներով, որովհետ իշխանությունն ինքն առնվազն տեսանելի ապագայում չի գնալու այդ քաղաքական որոշմանը: Ընտրակաշառքը, թերս, դեռ ոչ մեկ ընտրություն պետք կգա իշխանությանը: Հասարակական միջոցների հարցում էլ անկասկած պետք չէ ռոմանտիկ լինել պատկերացնել, որ մարդիկ կարող են տուրք տալ դասախոսություններին ու խրատներին ոչ միայն չընդառաջել այդ հանցավոր երույթին, թեկուզ դժվար բացահայտելի, այլ նույնիսկ նախատեն դրան տրվող հարանին, բարեկամին, կամ բաժանող հարանին ու բարեկամին: Կարծել, թե մոտ ապագայի համար դա իրատեսական զարգացում է, կլինի ինքնախաբեություն: Իրատեսական լուծումներ գտնելու համար նախ հարկավոր է հասկանալ երույթի ծավալներն ու ընդգրկման շրջանակները, ինչի մասին խոսեցինք ավելի վերում: Միայն դրա շնորհիվ է հնարավոր գնահատել խնդիրը շատ կոնկրետ, շատ կոնկրետ հակազդեցության կամ չեզոքացման մեխանիզմներ գտնելու համար: Տարածված է այն եզրակացությունը, որ ընտրակաշառքի դերակատարման հիմքում հասարակության սոցիալական ծանր կացությունն է, աղքատության մեծ ցուցանիշը, ինչը ստիպում է մարդկանց նախընտրել փողը: Ասել, որ սա անհիմն, փաստարկից զուրկ, մերկապարանոց պնդում է, կլինի սխալ:
