Ինչպե՞ս կկիսեն իշխանությունը Սերժ Սարգսյանն ու Սամվել Կարապետյանը. «Ժամանակ»

«Ժամանակ» թերթը գրում է. «Ազգային Ժողովի դեռեւս գործող նախագահ Գալուստ Սահակյանը հնարավոր է համարել, որ ԱԺ նոր նախագահ լինի Կարեն Կարապետյանը՝ «Տաշիր գրուպի» սեփականատեր Սամվել Կարապետյանի եղբայրը: Կարեն Կարապետյանը 2007 թվականի խորհրդարանի ընտրությունից հետո զբաղեցրել է ՀՀԿ խորհրդարանական խմբակցության ղեկավարի պաշտոնը:
Կարեն Կարապետյանը որոշ ժամանակ անց դարձավ Սերժ Սարգսյանի աշխատակազմի ղեկավարը, այդ պաշտոնից հրաժարական ներկայացնելով 2011 թվականի աշնանը: Դրանից հետո Կարեն Կարապետյանը, ըստ էության, տեւական ժամանակ աննկատ էր՝ իհարկե 2012-ին դարձյալ ընտրվելով պատգամավոր: Նա համեմատաբար աննկատ եւ լուռ էր մինչեւ Հովիկ Աբրահամյանի վարչապետ դառնալը, որից հետո Կարապետյանը բավական կոշտ քննադատության էր ենթարկում կառավարության գործողությունները:
Հովիկ Աբրահամյանի պաշտոնանկությունից հետո Կարապետյանների դերակատարումը կարծես թե շեշտակի աճել է, վարչապետի պաշտոնում է նշանակվել Կարեն Կարապետյանը՝ «Գազպրոմից», որը Սամվել Կարապետյանի հետ մտերիմ է եւ նաեւ բիզնես գործընկեր:
Այդպիսով, եթե Կարեն Կարապետյանը լինի վարչապետ, իսկ Տաշիրից Կարեն Կարապետյանը ԱԺ նախագահ, ապա կստացվի, որ երկու այդ առանցքային դիրքերում Կարապետյաններն են ոչ միայն ազգանունի, այլ թիմային ընդհանրությամբ: Դա կնշանակի, որ Կարապետյանները զգալի ընդլայնում են իշխանության մեջ իրենց տարածքը:
Այդ ֆոնին հետաքրքրական է հիշել հենց 2008-ից հետո Սերժ Սարգսյանի եւ Սամվել Կարապետյանի ներդրումային պայմանավորվածության մասին, որի դիմաց, ըստ մամուլի, Տաշիրից Կարեն Կարապետյանը նշանակվելու էր վարչապետ: Սերժ Սարգսյանն ու Կարեն Կարապետյանը վերադառնո՞ւմ են այդ պայմանավորվածության «տառին ու ոգուն», արդեն ոչ միայն վարչապետի, այլ նաեւ ԱԺ նախագահի պաշտոնը վերցնելու դիմաց: Ի վերջո, վարչապետ Կարեն Կարապետյանը չունի խորհրդարանական հենարան, եւ այդ իմաստով նրա գործունեության համար կարեւոր է խորհրդարանում վստահության նվազագույն երաշխիք ունենալը, ինչը կապահովվի Կարեն Կարապետյանի նախագահությամբ:
Իհարկե դժվար է ասել, թե որն է խաղի առանցքը, հատկապես նկատի ունենալով այն, որ Սերժ Սարգսյանը, մեղմ ասած, որեւէ կերպ չի հայտնում վարչապետի պաշտոնը հանձնելու մտադրության մասին: Նա մշտապես բաց է թողնում այդ հարցը՝ չհերքելով ու չհաստատելով, թե կարող է հավակնել վարչապետի պաշտոնին: Դրան զուգահեռ, հարց է առաջանում, թե արդյոք Սամվել Կարապետյանը հենց դրա համար է ցանկանում ԱԺ նախագահի պաշտոնը Կարեն Կարապետյանի համար, որպես այսպես ասած երաշխիք՝ եթե Սերժ Սարգսյանը 2018-ից հետո ինքը գնա վարչապետի պաշտոնին, հեռացնելով Կարեն Կարապետյանին:
Թե՞ տեղի է ունենում պարզապես «ապրանքափոխանակում»: ԱԺ նախագահի պաշտոնն իհարկե ավելի շուտ խորհրդանշական պաշտոն է, քանի որ ի վերջո մեծամասնության քվեարկությամբ են կայացվում ԱԺ որոշումները, ընդունվում օրենքները: Օրինակ՝ ԱԺ նախագահ է եղել Տիգրան Թորոսյանը, ինչը ամենեւին չի նշանակել, թե նա ազդեցություն է ունեցել մեծամասնության վրա:
Մյուս կողմից, Կարեն Կարապետյանը, իհարկե, Տիգրան Թորոսյան չէ, թե համակարգում իր այսպես ասած՝ քաղաքական, թե առավել եւս Սամվել Կարապետյանի ֆինանսական կշռով: Սակայն կան ՀՅԴ-ն ու «Ծառուկյան» դաշինքը, որոնք ՀՀԿ խմբակցությունում Կարապետյանի ազդեցության գոտում չգտնվող հատվածի հետ միասին, ըստ էության, կարող են կազմել ստվերային մեծամասնություն»:
