Չնայած Լեռնային Ղարաբաղի հակամարտության գոտում գրանցված մահացու բռնկման դեպքերի և, ընդհանուր առմամբ, փոքր առաջընթացի` ԵԱՀԿ-ն շարունակում է հաստատակամորեն ձգտել խաղաղ և տևական կարգավորման: Ինչպես հաղորդում է «Արմենպրես»-ը, այս մասին ասվում է ԵԱՀԿ կողմից հրապարակված 2016 թվականի զեկույցում:
Զեկույցում նշվում է, որ 2016 թվականի ընթացքում ԵԱՀԿ տարածքում առկա հակամարտությունները շարունակել են գերակայություն լինել կազմակերպության օրակարգում: «Մասնավորապես, ճգնաժամն Ուկրաինայում և դրա շուրջ շարունակել է առանցքային մնալ ողջ տարվա ընթացքում: Բացի այդ, 2016 թվականի գարնանը Լեռնային Ղարաբաղի հակամարտությունում բռնության, լարվածության նոր աճը անհրաժեշտ դարձրեց ճգնաժամային կառավարման ակտիվացումը: Գերմանիայի նախագահությունը նշանակալի ջանքեր գործադրեց այս և մյուս հակամարտությունների գործում` նպատակ ունենալով ամրապնդել ԵԱՀԿ ձևաչափերը հակամարտության կարգավորման և դրանց հետևանքով տուժած մարդկանց կյանքի պայմանները բարելավելու նպատակով»,- ասվում է զեկույցում:
Անդրադառնալով ապրիլյան դեպքերին` նշվում է, որ ԵԱՀԿ նախագահությունն արագորեն արձագանքել է շփման գծում բռնության աճի դրսևորմանը` ԵԱՀԿ Մշտական խորհրդի հատուկ հանդիպում կազմակերպելով և հորդորելով կիրառել Վիեննայում և Սանկտ Պետերբուրգում նախագահների մակարդակով կայացված համաձայնությունները` կապված ԵԱՀԿ գործող նախագահի անձնական ներկայացուցչի գրասենյակի ընդլայնման և հետաքննող մեխանիզմների կիրառման հետ: «Նախագահությունը կոչ է արել վերսկսել բանակցային գործընթացը հանուն հակամարտության կարգավորման»,- ասվում է զեկույցում:
ԵԱՀԿ գործող նախագահի անձնական ներկայացուցիչ Անջեյ Կասպշիկը, 2016 թվականը բարդ տարի անվանելով, հայտնել է, որ ապրիլյան դեպքերից հետո ութ անգամ այցելել է տարածաշրջան` որպես աջակցություն առաջնագծում զոհված զինծառայողների մարմինները որոնելու և կողմերին փոխանցելու մարդասիրական գործողությունների: Կասպշիկն ու նրա թիմն իրականացրել են մոնիթորինգային 22 առաքելություն, որոնցից հինգը Հայաստան-Ադրբեջան սահմանին, 17-ը` ղարաբաղյան շփման գծում:
