Խորհրդարանական ընտրություններն այլևս իրողություն են, սակայն իրականության դեռ չեն դարձել, իսկ որոշների դեպքում չեն էլ դառնա այն նախընտրական խոստումները, որոնք հնչեցին ամբողջ քարոզարաշավի ընթացքում։ Որպես կանոն  խոստումներն ու առաջարկները նախընտրական քարոզարշավի անբաժան ուղեկիցներն են։ Դրանցից ոմանք իրատեսական են, ոմանք հեռու իրականությունից, որորշնել են հիմնվ ած են հստակ հաշվարկների և ծրարգրերի վրա։ 

 Հանրապետական կուսակցության քարոզարշավի ընթացքում վարչապետ Կարեն Կարապետյանը կուսակցության ծրագրի ներկայացմանը զուգահեռ շեշտում էր, որ ներկայումս Հայաստանի տնտեսության համար հրատապ անհրաժեշտություն են ներդրումները։

Մինչ նախընտրական քարոզարշավի մեկնարկը կառավարության և բիզնես ոլորտի ներկայացուցիչների ջանքերով հավաքագրվեցին ներդրումային ծրագրեր՝ թվով 341 հատ։ Վերջիններիս ընդհանուր արժեքը կազմում էր շուրջ 3,2 միլիրադ դոլար։ Այս ներդրումային ծրարգրերը պետք է ֆինանսավորվեին երեք հիմնական աղբյուրներից՝ պետական բյուջեից, համայնքային  բյուջեներից և մասնավոր հատվածից։

Սրանից զատ և քարոզարաշավի ընթացքում և մասնավորապես Եվրոպական բիզնես ասոցիացիայի և Հայաստանում գործունեություն ծավալող եվրոպական ընկերությունների ներկայացուցիչների հանդիպմանը վարչապետն հայտարարել էր ․

«2017 թվականին իրատեսական ենք համարում իրագործել 840 մլն դոլարի ծրագիր: Այս պահին կառավարությունում քննարկվում է ևս 79 ներդրումային ծրագիր ՝ 5,3 միլիարդ դոլար արժողությամբ: Այդ ծրագրերը համարում ենք տրամաբանական. ունենք նախնական պայմանավորվածություններ, ներդրումների և գործընկերների առումով դրանք բաց են»։

Ըստ էության պետք է շեշտել, որ այս նախագծերն ու ծրագրերը մեծ հաշվով հենց Հանրապետական կուսակցության նախընտրական ծրագրի մեջ էին մտնում, ուստի ներկայումս, արձանագրելով Հանրապետականի հաղթանակը Ազգային ողովի ընտրություններում, առաջիկայում պետք է սպասենք բոլոր այդ ներդրումային ծրագրերի և խոստումների կյանքի կոչմանը։

Սակայն ընտրություններից հետո թերևս սկսվում է ամենահետաքրքիր շրջանը։ Խոստումներն ու ծրարգրերը որպես այդպիսին, սակայն գործնականն  արդեն բոլորովին այլ հարթություն է։ Այստեղ արդեն խիստ կարևոր է դառնում յան թե այդ ներդրումները, որոնց մասին այդքան շատէ սիրում խոսել վարչապաետը, գոյանալու դեպքում որտեղ են իրացվելու և իրականացվելու։ վերջիվերջո մենք 2000-ականների սկզբին ունեցանք իրավիճակ, երբ լայնածավալ ներդրումներ ուղղվեցին դեպի շիանարարություն, ինչը բերեց նաև երկրի տնտեսական աճի ցուցանիշեր, սակայն բավական էր միայն համաշախարհային տնտեսական ճգնաժամի ստվերը, որպեսզի հօդս ցնդեր շինարարության տեմպերով պայմանավորված տնտեսական աճի փուչիկը։

Այս տեսանկյունից թերևս խնդիրն առկա է, քանի որ հարց է թե ինչ երաշխիքներ կան, որոնք կբացառեն կարճաժամկետ էֆեկտի նպատակով ներդրումների փոշիացումը, եթե իհարկե դրանք դառնան իրականություն։
