Թուրքիայում սկսվել է սահմանադրական փոփոխությունների հանրաքվեն

Թուրքիայում սկսվել է Սահմանադրական փոփոխությունների հարցով հանրաքվեն, հայտնում է TASS-ը: Ընտրատեղամասերի մի մասը բացվել է տեղի ժամանակով 07:00-ն (մեր ժամանակով՝ 08:00), մյուս մասը՝ 08:00-ին (մեր ժամանակով՝ 09:00): Նրանց աշխատանքը կշարունկավի մինչև 17:00-ն (մեր ժամանակով՝ 18:00): Հանրաքվեին կարող է մասնակցել ձայնի իրավունք ունեցող ավելի քան 55 մլն թուրք: Երկրում բաց է 145 000 ընտրատեղամաս:
Թուրքիայի ՆԳՆ-ը անվտանգության խիստ միջոցներ է ձեռնարկել, որոնց ապահովմամբ կբզաղվի ավելի քան 250 000 ոստիկան, 128 000 ժանդարմ, անվտանգության կառույցների մոտ 70 000 աշխատակից և կամավորներ: Արտակարգ իրավիճակի առաջացման դեպքում ցամաքային զորքերը կկարողանան հատկացնել լրացուցիչ մոտ 6 000 զինծառայող:
Սահմանադրական փոփոխությունների համաձայն՝ թուրքական մեջլիսի պատգամավորների թիվը 550-ից դառնալու է 600, պատգամավոր ընտրվելու տարիքը 25-ից իջեցվելու է 18-ի: Թուրքիայի Մեջլիսի և նախագահի ընտրությունները 4-ի փոխարեն անցկացվելու են 5 տարին մեկ միևնույն օրը, և երկրի նախագահին կուսակցական լինելու իրավունք է տրվելու: Հանցանք գործելու հիմնավորմամբ երկրի նախագահի նկատմամբ թույլատրվելու է հետաքննություն սկսել մեջլիսի անդամների բացարձակ մեծամասնության առաջարկով: Երկրի փոխնախագահներին և նախարարներին նշանակելու և պաշտոնից հեռացնելու է նախագահը: Նախագահական հրամանագրերով է որոշվելու նախարարությունների ստեղծումը:
Մեջլիսի անդամների 3/5-ի ձայներով կարող է որոշում ընդունվել նոր ընտրությունների անցկացման մասին: Այդ պարագայում մեջլիսի և նախագահական ընտրությունները կրկին պետք է միասին անցկացվեն: Եթե մեջլիսը նոր ընտրությունների մասին որոշում է կայացնում նախագահի պաշտոնավարման երկրորդ շրջանում, ապա նախագահին թույլատրվելու է նորից իր թեկնածությունն առաջադրել:
Թուրքիայի մեջլիսի և նախագահի հաջորդ ընտրությունը նախատեսվում է իրականացնել 2019 թվականի նոյեմբերի 3-ին: Սահմանադրական դատարանի անդամների թիվը 17-ից իջեցվելու է 15-ի: Ապրիլի 16-ին Թուրքիայում հանրաքվեի դրված սահմանադրական փոփոխությունների փաթեթը կազմված է 18 կետից:
