Հայաստանն ապրիլի 19-ին հյուրընկալել է Եվրասիական տնտեսական միության երկրների մաքսային ծառայությունների ներկայացուցիչներին: Արտաքին տնտեսական գործունեության կարգավորման շրջանակում «Մեկ պատուհան» մեխանիզմի զարգացման հիմնական ուղղությունների իրականացման միջոցառումների ծրագրի կատարում ն ապահովող աշխատանքային խմբի համակարգող խորհրդի 4-րդ նիստի ժամանակ քննարկվել են թե´ ԵԱՏՄ, թե´ ազգային մակարդակներում «Մեկ պատուհան» մեխանիզմի զարգացման տեսլականն ու ներգրավված պետական կառավարման մարմինների գործողությունները: Պետական եկամուտների կոմիտեի նախագահի առաջին տեղակալ Սամվել Ավետիքյանը նկատել է, որ ՀՀ-ում «Մեկ պատուհան» մեխանիզմի ներդրման փորձը պարտավորեցնող է. «Մենք պետք է մի քանի քայլ առաջ նայենք` սահմանելով մատուցվող ծառայությունների շրջանակն ընդլայնելու և ժամանակակից գործիքներ ներդնելու նոր խնդիր ներ ոչ միայն պետական կառավարման մարմինների, այլև տնտեսվարողների համար: Այդպիսով, բիզնես-կառավարություն փոխգործակցությունից բացի կապահովվի բիզնես-բիզնես գործընկերության նոր հարթակ»: Ֆինանսավորման առկայության դեպքում կոմիտեն նախատեսում է 2017-2020թթ. ընթացքում արտաքին առևտրում ներգրավված պետություն-մասնավոր բոլոր հարաբերությունները կազմակերպել «Մեկ պատուհան» համակարգի միջոցով: «Դա կներառի նաև պետական կառավարման մարմինների կողմից տրամադրվող թույլտվությունների և լիցենզիաների տրամադրումը, մաքսային ձևակերպումները, էլեկտր ոնային վճարումները, այլ երկրների հետ տեղեկատվության փոխանակումը»,-տեղեկացրել է Ս. Ավետիքյանը։ Համակարգը կառուցվում է բիզնեսի կողմից տվյալների մեկանգամյա տրամադրման սկզբունքի հիման վրա, որից հետո ներկայացված տեղեկատվությունը հասանելի կլինի գործընթացում ներգրավված բոլոր մարմինների համար՝ իրենց լիազորությունների շրջանակում։

Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ ԿԱ ՊԵԿ տեղեկատվության և հասարակայնության հետ կապերի բաժնից, ՊԵԿ տեղեկատվական տեխնոլոգիաների վարչության պետ Միքայել Փաշայանը ԵԱՏՄ գործընկերներին է ներկայացրել «ՀՀ արտաքին առևտրի ազգային մեկ պատուհան» պորտալը (trade.gov.am)` մանրամասնելով բաղկացուցիչ 19 համակարգերի առանձնահատկությունները: Նա նշել է, որ Հայաստանի փորձը կարող է օրինակ ծառայել ԵԱՏՄ շրջանակում գործարկման համար մշակվող մոդելի համար. «Մեր երկրի մաքսային ծառայությունը հաջողությամբ գործարկված հարթակի միջոցո վ պատրաստ է միջազգային չափանիշներով տեղեկատվության փոխանակում կազմակերպել ինչպես ԵԱՏՄ անդամ երկրների, այնպես էլ այլ միությունների հետ: Իրանի և Վրաստանի հետ համաձայնության գալու դեպքում տնտեսվարողներն ավելի հեշտությամբ կանցնեն հարևան երկրների ռիսկերի կառավարման համակարգերով նախատեսված ընթացակարգերը»:

Նիստի մասնակիցներն այցելել են ՀՀ պետական սահմանի «Բագրատաշեն» արդիականացված անցման կետ՝ ծանոթանալու ՀՀ-ում «Մեկ պատուհան» մեխանիզմի կիրառման պրակտիկային: ԵԱՏՄ անդամ-պետությունների գործընկերները փաստել են, որ համակարգն արդիական է՝ ուղղված տնտեսվարողների գործառնությունների իրականացման դյուրինացմանը. «Ի տարբերություն ԵԱՏՄ մյուս երկրների, որտեղ «Մեկ պատուհան» մեխանիզմը ձևավորվել է առաջին հերթին ի շահ պետության՝ Հայաստանում այն առավելապես կողմնորոշված է բիզնես հանրության պահանջմունքների բավարարմանը, որպեսզի պահովվի հարմարավետություն, նվազագույն միջամտություն և արագություն»,-ընդգծել է ԵՏՀ մաքսային օրենսդրության և իրավակիրառ պրակտիկայի վարչության տնօրեն Դմիտրի Նեկրասովը՝ հավելելով, որ հայկական կողմի հետ փորձի փոխանակում է նախատեսվում նաև հետագայում:
