Կառավարությունը ներդրումներ չկատարող ընկերություններից լիցենզիաները հետ կվերցնի

Ընդերքօգտագործման ոլորտում շրջակա միջավայրի վրա ազդեցությունների շարունակական գնահատումը և մոնիթորինգը ՀՀ վարչապետ Կարեն Կարապետյանը կարևորում է՝ հնարավոր ռիսկերի կանխարգելման և կառավարման տեսանկյունից:
Սակայն, նրա խոսքով, թեև ՀՀ ընդերքի օրենսգրքով նախատեսված է ընթացիկ մոնիթորինգը, իրականացման չափորոշիչները և հաշվետվությունների ներկայացման ընթացակարգերը կանոնակարգված չեն: Կառավարության նիստում վարչապետն ասաց, որ ներկայումս մոնիթորինգի տվյալների բացակայությունը հնարավորություն չի տալիս գնահատել ընդերքօգտագործման հետևանքով շրջակա միջավայրի տարբեր բաղադրիչների վրա իրական ազդեցություններն ու ռիսկերը, ինչպես նաև նախաձեռնել համապատասխան կանխարգելիչ գործողություններ:
«Այդ իսկ նպատակով ՀՀ Բնապահպանության նախարարին հանձնարարում եմ 3-ամսյա ժամկետում հաշվի առնելով միջազգային փորձը, մշակել և կառավարության աշխատակազմ ներկայացնել իրավական ակտերի փաթեթ, որով կկանոնակարգվի ընդերքօգտագործողների կողմից շրջակա միջավայրի մոնիթորինգի իրականացման և հաշվետվողականության հետ կապված ընթացակարգերը»,- ասաց վարչապետը:
Նա ՀՀ էներգետիկ ենթակառուցվածքների և բնական պաշարների նախարար Աշոտ Մանուկյանին հանձնարարեց մինչ այժմ տրամադրված լիցենզիաներն ու ներդրումների վերաբերյալ պարտավորությունների կատարման ընթացքն ուսումնասիրել:
«Մենք մեկ անգամ զգուշացրել ենք, ասել՝ տվեք ծրագրեր: Ովքեր ներկայացրել են ծրագրեր, իրենց հետ գործընկերային նստում, պայմանավորվում ենք, ֆիքսում ենք նոր ժամկետներ, ովքեր չեն ներկայացրել, չեն արձագանքել, շատ կոշտ սկսելու ենք խոսել լիցենզիաները հետ վերցնելու վերաբերյալ»,- ընդգծեց վարչապետը:
