Էներգետիկ շուկայի ազատականացման ծրագիր-ժամանակացույցը շուտով կներկայացվի կառավարության հաստատմանը

Հայաստանի էլեկտրաէներգետիկական շուկայի ազատականացման և միջպետական առևտրի խթանման ուղղությամբ իրականացվող աշխատանքների շրջանակներում ԱՄՆ Միջազգային զարգացման գործակալության փորձագետների հետ համատեղ մշակված միջոցառումների ծրագիր-ժամանակացույցը մինչև 2017թ. մայիսի 31-ը կներկայացվի կառավարության հաստատման։ Այն նախատեսում է էներգետիկ շուկայի աստիճանական ազատականացում, որը պետք է իրականացվի առաջիկա 3-4 տարինրի ընթացքում։ Դրանով շուկայի մի մոդելից անցում է կատարվելու մեկ այլ մոդելի, որտեղ ներմուծվելու են ազատականացման տարրեր։ Ակնկալվում է, որ այն նպաստավոր ազդեցություն կունենա ինչպես շուկայի մասնակիցների ծախսերի կրճատման, այնպես էլ սակագների ձևավորման վրա։ Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ էներգետիկ ենթակառուցվածքների և բնական պաշարների նախարարության տեղեկատվության և հասարակայնության հետ կապերի բաժնից:

ՀՀ էներգետիկ ենթակառուցվածքների և բնական պաշարների նախարարության աշխատակազմի էներգետիկայի վարչության պետ Հայկ Բադալյանի փոխանցմամբ, Հայաստանում նոր էլեկտրաէներգետիկական շուկա ձևավորելու նախաձեռնությունը պայմանավորված է ներքին շուկայի պահանջներով, դրա կատարելագործման, ինչպես նաև Վրաստանի հետ առևտրի հնարավորություններն արդյունավետ օգտագործելու անհրաժեշտությամբ: Նրա խոսքով, միջսահմանային առևտուրը ընձեռում է փոխշահավետ հնարավորություններ և նպաստում է ներքին շուկայի արդյունավետության բարելավմանը:

Հայկ Բադալյանի տեղեկացմամբ, միաժամանակ աշխատանքներ են տարվում նաև էլեկտրաէներգիայի շուկայի ազատականացմանն ու միջպետական առևտրի զարգացմանը նպաստող իրավական պայմանների ստեղծման և ՀՀ էներգետիկայի և բնական պաշարների նախարարության, ՀՀ հանրային ծառայությունները կարգավորող հանձնաժողովի և այլ պետական մարմինների գործառույթների հստակեցման նպատակով «Էներգետիկայի մասին» օրենքում փոփոխություններ և լրացումներ կատարելու ուղղությամբ: Ինչպես շուկայի ազատականացման ծրագիր-ժամանակացույցը, այնպես էլ դրանից բխող «Էներգետիկայի մասին&r aquo; օրենքում փոփոխություններ և լրացումներ կատարելու մասին օրենքի նախագիծը քննարկվել է շուկայի մասնակիցների հետ: Փաստաթղթերը ուղարկվել են շահագրգիռ գերատեսչություններին: «Ստացված դիտողությունների և առաջարկությունների ամփոփումից հետո, վերջնական տարբերակը մինչև հաջորդ ամսվա վերջ կներկայացվի կառավարության հաստատմանը»,- նշել է Հ.Բադալյանը։
