Գաղտնազերծում № 5: Պետքարտուղարի հանձնարարականը Երևանում ԱՄՆ դեսպանությանը: «ԱՄՆ կառավարությունը չի ցանկանում, որ իր ներկայացուցիչը այդ միջոցառումների ընթացքում որևէ ձևով առանձնանա, որպեսզի դա չմեկնավաբվի՝ որպես ԱՄՆ կառավարության կողմից կոտորածների ճանաչում՝ որպես Ցեղասպանություն, կամ օգտագործվի Թուրքիայի դեմ քարոզչական պատերազմում։»
1992 թվականի ապրիլի 24-ին ընդառաջ, երբ Հայաստանում պետք է նշվեր Ցեղասպանության տարելիցը, Երևանում ԱՄՆ նորաբաց դեսպանությունը հանձնարարական է ստանում պետքարտուղար Ջեյմս Բեյքերից, թե ինչպես պետք է իրենց դրսևորեն ամերիկյան դիվանագետները այդ օրերին։ Հանձնրարարականում մասնավորապես ասվում է․ «Ապրիլի 24-ն այն օրն է, երբ համայն աշխարի հայությունը նշում է ենթադրաբար թուրքերի կողմից կազմակերպված հայերի կոտորածը։ Անկախության հռչակումն ու Լեռնային Ղարաբաղում իրավիճակի սրումը այս տավա միջոցառումները առավել մեծ ուշադրության կենտրոնում են լինելու Հայաստանում և սփյուռքում։ Այս գրությամբ մենք ուղղորդում ենք Հայաստանում ԱՄՆ դեպսնաության աշխատակազմին ապրիլի 24-ի միջոցառումներին մասնակցության վերաբերյալ։ ԱՄՆ կառավարությունը գիտակցում ապրիլի 24-ի կարևորությունն ու պատմական դեպքերի նշանակությունը և կմիանա աշխարհի ժողովուրդներին՝ հիշատակին նվիրված միջոցառումներին։ Հայաստանում ԱՄՆ դեպսնաության աշխատակիցներին թուլատրվում է մասնակցել Հայաստանի կառավարության կողմից կազմակերպված բոլոր այն միջոցառումներին, որոնց մասնակցում են և հրավիրված են Երևանում հավատարմագրված դիվանագետները։ Նման միջոցառումներին ներկայությունը պարտադիր է։ Չնայած դրան, ԱՄՆ կառավարությունը չի ցանկանում, որ իր ներկայացուցիչը այդ միջոցառումների ընթացքում որևէ ձևով առանձնանա, որպեսզի դա չմեկնավաբվի՝ որպես ԱՄՆ կառավարության կողմից կոտորածների ճանաչում՝ որպես Ցեղասպանություն, կամ չօգտագործվի Թուրքիայի դեմ քարոզչական պատերազմում։ Դրա համար ԱՄՆ դեպսանությունը չպետք է մասնակցի այնպիսի միջոցառումների, որտեղ այլ դիվանագետներ ներկա չեն, կամ որտեղ ամերիկյան դիվանագետների ներկայությունը կարող է առավել ցցուն լինել, քան այլոցը։ Դեսպանությունը չպետք է որևէ մեկնաբանություն անի դեպքերի վերաբերյալ։» Միաժամանակ պետքարտուղարի հանձնարարականի մեջ նշվում են, թե ինչ նախադասություններ կարող են օգտագործվել ամերիկացի դիվանագետների կողմից։ «1. Առաջին համաշխարհային պատերազմի ժամանակ միլիոնավոր մարդկանց մահը սահմաններ չճանաչող ողբերգություն է, որի համար ամբողջ մարդկությունը դեռևս սգում է։ 2. ԱՄՆ կառավարությունը հպարտ է գտնվել այս միջոցառմանը, որի ընթացքում մենք սգում ենք հայերի մահը այդ ողբերգական դեպքերի ժամանակ։ 3․ Վստահ ենք, որ այս միջոցառումը չի կարող խանգարել հայ-թուրքական հարաբերությունների զարգացմանը, որի արդյունքում տարածաշրջանում կարող է կայությունուն հաստատեվել։ Բեյքեր։»
