«Ազգ-բանակ» հայեցակարգը նպաստելու է Հայաստանի եւ Արցախի զինված ուժերի մարտունակության բարձրացմանը. քաղաքագետ

 «Ազգ-բանակ» հայեցակարգը նոր մշակույթ է, որը թույլ է տալու քաղաքական ուժերին, հասարակությանը, փորձագիտական համայնքին ներգրավվելու կարեւոր քննարկումներում: «Արմենպրես»-ի հաղորդմամբ՝ լրագրողների հետ զրույցում նման տեսակետ հայտնեց քաղաքագետ Սերգեյ Մինասյանը:

«Հասկանալի է, որ ավելի քան 28 տարի պատերազմական իրավիճակում գտնվող երկրի համար ազգ-բանակ հայեցակարգը կարեւոր է, հատկապես երբ տեսանելի ապագայում դժվար թե ունենանք լուրջ ակնկալիքներ, որ արցախյան հակամարտության շուրջ հնարավոր է գնանք վերջնական կարգավորման եւ փոխզիջման, երբ ամեն օր այս կամ այն կերպ Ադրբեջանը ստեղծում է խնդիրներ թե՛ հայկական, թե՛ ղարաբաղյան սահմանին: Հայաստանն այսօր երկարաժամկետ սպառազինության մրցավազքի մեջ է ներգրավված,  մրցակցում է այն երկրների հետ, որոնք եւ՛ ֆինանսական, եւ՛ ռեսուրսային,  եւ՛ աշխարհագրական առոմով ունեն որոշակի առավելություններ»,-նշեց քաղաքագետը:

Նրա խոսքով՝ դա ոչ թե հայեցակարգ է, ոչ թե փաստաթուղթ, որը դեռ պիտի ձեւավորվի եւ մատնանշի կարեւոր ուղղություններ, այլ նախեւառաջ արժեքային համակարգ է, որն անվտանգության ապահովման հարցում թույլ է տալու ոչ միայն ներգրավվել ի պաշտոնե այդ հարցով զբաղվող մարդկանց, այլեւ Հայաստանի հասարակությանը եւ Սփյուռքին:

«Վերջերս ռազմական տեխնիկայի ցուցադրումը նույնպես սիմվոլիկ դեր խաղաց, կարծես ինչ-որ օղակ լիներ բանակի եւ հասարակության միջեւ՝ հատկապես երիտասարդության: Պաշտպանության նախարարության առաջ քաշած գաղափարները կարեւոր են և դրվելու են նաեւ ընդհանուր քննարկման: Կներգրավվեն հասարակությունը, փորձագիտական համայնքը եւ քաղաքական ուժերը, հուսամ՝ նաեւ ընդդիմադիր ուժերը՝ արդյունքում ստանալով մի գաղափար, ծրագրեր, որոնք պետք է նպաստեն Հայաստանի եւ Արցախի զինված ուժերի մարտունակության բարձրացմանը: Հայեցակարգը փաստացի հնարավորություն է տալիս հ ամակարգել այն իրականությունը, որ մենք ունենք: Ապրիլյան պատերազմը ցույց տվեց, որ իրականում այդ գաղափարը կա»,-եզրափակեց նա:
