Մեղադրանք է առաջադրվել ռուսական ռազմաբազայի զինծառայող Դմիտրի Յալպաևի սպանության համար

ՀՀ քննչական կոմիտեի ՀԿԳ քննության գլխավոր վարչության վարույթում քննվող քրեական գործով ձեռք բերված ապացույցների հիման վրա ապրիլի 25-ին մեղադրանք է առաջադրվել Ստեփանավան քաղաքի բնակիչ Ա.Ջանջուղազյանին՝ Գյումրիում տեղակայված 102-րդ ռուսական ռազմաբազայի զինծառայող 21-ամյա Դմիտրի Յալպաևի սպանության համար։ Միջնորդություն է ներկայացվել դատարան՝ նրա նկատմամբ որպես խափանման միջոց կալանավորումը կիրառելու վերաբերյալ, ինչը բավարարվել է։ Այս մասին տեղեկացրին ՀՀ քննչական կոմիտեից՝ հավելելով. «Զինծառայողի սպանությունը տեղի է ունեցել ապրիլի 22-ին՝ ժամը 17-ի սահմաններում, Գյումրի քաղաքի Դուդկոյի 4 հասցեում գործող «Արգո» խանութի մոտ. առերևույթ հանցագործություն կատարած անձը կտրող-ծակող առարկայով 8 հարված է հասցրել տուժողի պարանոցի, թիկունքի և գլխի հատվածին։ Ստացած մարմնական վնասվածքներից Դ. Յալպաևը տեղում մահացել է։
Մեղադրյալը հարցաքննվել է և ցուցմունք տվել դեպքի շուրջ։ Քրեական գործով ձեռնարկվում են անհրաժեշտ քննչական գործողություններ՝ ցուցմունքներում մատնանշված հանգամանքներն ստուգելու ուղղությամբ։
Նախնական քննությամբ փաստական տվյալներ են ձեռք բերվել, որ մեղադրյալն ունի հոգեկան առողջության հետ կապված որոշ խնդիրներ։
Մասնավորապես՝ նա 2016 թվականին զորակոչվել է ՀՀ զինված ուժեր: Ծառայության ընթացքում՝ 2016 թվականի նոյեմբերին, մի քանի անգամ կատարել է ինքնավնասում և նեղ մասնագիտական հետազոտման նպատակով տեղափոխվել ՀՀ ՊՆ Երևանի կայազորային հոսպիտալի հոգեբուժական բաժանմունք: ՀՀ ՊՆ կենտրոնական ռազմաբժշկական հանձնաժողովի 2017թ. հունվարին հաստատված հիվանդության վկայագրի համաձայն՝ նրա մոտ ախտորոշվել է «անձի օրգանական խանգարում աֆեկտիվ անկայունությամբ և ինքնավնասումներով, պարցյալ էպիլեպսիա» հիվանդությունը։
ՀՀ ՔԿ ԶՔԳՎ 9-րդ կայազորային քննչական բաժնի վարույթում քննվող քրեական գործով նշանակված ռազմաբժշկական և դատահոգեբուժական ամբուլատոր համալիր փորձաքննության եզրակացության համաձայն, որն ստացվել է 2017 թվականի մարտին， նրա մոտ փորձաքննության ժամանակ հայտնաբերվել են հոգեկան որոշ խանգարումներ, և ճանաչվել է սահմանափակ մեղսունակ և ոչ պիտանի զինվորական ծառայության համար խաղաղ ժամանակ։
Նախաքննությունը շարունակվում է, ձեռնարկվում են մեծածավալ քննչական գործողություններ՝ դեպքի բոլոր հանգամանքների բազմակողմանի, լրիվ և օբյեկտիվ հետազոտումն ապահովելու ուղղությամբ։
Ծանուցում. Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորություննապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտածդատավճռով»:
