Ինչո՞ւ է Միացյալ Նահանգները կրճատում Հայաստանին տրամադրվելիք օգնության չափը

Foreign Policy հեղինակավոր պարբերականի տրամադրության տակ է հայտնվել ԱՄՆ պետքարտուղարության բյուջեի վերաբերյալ փաստաթուղթը, համաձայն որի Միացյալ Նահանգները զգալիորեն կրճատելու է զարգացող երկրներին տրամադրվող ֆինանսական օգնությունը՝ գումարները վերաուղղելով ազգային անվտանգության խնդիրներով զբաղվող ծրագրերին:
Ըստ բյուջեի նախագծի՝ Միացյալ Նահանգները Հայաստանին տրամադրվող ֆինանսական օգնությունը կրճատելու է 77.3 տոկոսով: Նախատեսված 17.633 միլիոն դոլարի օգնության փոխարեն Հայաստանը կֆինանսավորվի 4 միլիոն դոլարով: 100 տոկոսով կրճատվելու է նաեւ Ադրբեջանին եւ Բելառուսին տրամադրվող օգնությունը, Վրաստանին տրամադրվող օգնությունը կկրճատվի 41%-ով (47.512 միլիոն դոլարից մինչեւ 28 միլիոն դոլար):

-Պարոն Ենոքյան, Թրամփի այս որոշումն ինչո՞վ կպայմանավորեք: Հասկանալի է, որ խնդիրը միայն Հայաստանին չի վերաբերում՝ այդուհանդերձ երկրներ կան, որ օգնության չափը չի տուժել՝ մասնավորապես Իսրայելը: Ինչո՞ւ մենք էլ չդասվեցինք այդպիսի երկրների շարքին:
-Մի քանի պատճառ կարելի է նշել եւ առաջինն այն է, որ ամերիկյան օգնությունը հետխորհրդային երկրներին գնալով կրճատվում է՝ դա ընդհանուր միտում է: Երկրորդ կարեւոր գործոնն այն է, որ Թրամփն ընդհանրապես կրճատել է պետքարտուղարությանը տրվող ֆինանսավորումը, եւ դա իր ընդհանուր ծախսերը կրճատելու քաղաքականության դրսեւորումներից է: Ըստ էության, միակ նախարարությունը, որտեղ ծախսերն ավելացել են՝ պաշտպանության նախարարությունն է՝ մյուս բոլոր տեղերի կրճատումների հաշվին:
Ինչ վերաբերում է կոնկրետ Հայաստանին, ապա մեզ տրվող օգնությունը տրամադրվում է հիմնականում ժողովրդավարական բարեփոխումներին եւ ենթակառուցվածքներին: Բայց միեւնույն է, արդյունք չի տալիս՝ ժողովրդավարական բարեփոխումներ չեն լինում, իսկ ենթակառուցվածքները՝ ստացվում է այնպես, որ վերջում ծառայում են օլիգարխներին: Մյուս կարեւոր հանգամանքն այն է, որ հայկական լոբբին Հայաստանին տրամադրվելիք օգնությունը համարում է երկրորդական հարց՝ առաջինը համարելով Ցեղասպանության ճանաչման խնդիրը: Այսինքն՝ այս խնդրով առանձնապես լուրջ չեն զբաղվում:
