Ռոբերտ Քոչարյանն անդրադարձել է սահմանադրական փոփոխությունների նախագծին

Հայաստանի երկրորդ նախագահ Ռոբերտ Քոչարյանը 2rd.am-ին տված հարցազրույցում անդրադարձել է սահմանադրական փոփոխությունների նախագծին:
Պարոն նախագահ, կուզենայինք իմանալ Ձեր վերաբերմունքը սահմանադրական փոփոխությունների նախագծին: Նախկինում Դուք արդեն արտահայտել եք Ձեր կարծիքը այս առիթով, սակայն այժմ հրապարակված եւ Ազգային Ժողովի կողմից ընդունված է Հիմանկան Օրենքի նորացված ամբողջական ու վերջնական տեքստը: Ինչպե՞ս եք Դուք այն գնահատում: Եվ ի՞նչ կտա առաջարկվող փոփոխությունը մեր երկրին:
Իմ տեսակետը չի փոխվել. սահմանադրական փոփոխությունների որեւէ անհրաժեշտություն չկա: Այն էլ այսպիսի՝ արմատական բնույթի: Երկրի առջեւ ծառացած բոլոր խնդիրներն ու մարտահրավերները լիովին լուծելի են գործող սահմանադրության շրջանակներում, որի ֆունկցիոնալությունը որեւէ մեկը կասկածի տակ չի առնում: Հրապարակված նախագիծը գերազանցեց իմ վատագույն սպասումները: Խոսքն արդեն պետության կառավարման կիսանախագահական եւ խորհրդարանական ձեւերի միջեւ ընտրության մասին չէ: Սահմանադրության նախագիծը իր մեջ էական ռիսկեր է պարունակում, որ երկիրը կգլորվի դեպի դե ֆակտո միակուսակցական համակարգ, այսինքն եւ դեպի քաղաքական մենաշնորհ ու լճացում: Սովետական սահմանադրությունը լեցուն էր գեղեցիկ բառերով, սակայն ԽՄԿԿ ղեկավարող եւ ուղղորդող դերի մասին 6-րդ հոդվածը օրինականացնում էր կոմունիստների քաղաքական մենաշնորհը: Թե արդյունքում ինչ եղավ ԽՍՀՄ-ի հետ՝ հայտնի է բոլորին: Սահմանադրության նախագծի հագեցվածությունը մարդու իրավունքների եւ պետության սոցիալական նպատակների մասին ընդհանրական գեղեցիկ բառակապակցություններով կարծես նպատակ ունի քողարկել Ազգային ժողովի կազմավորման բացարձակապես անընդունելի ձեւը, որը բովանդակազրկում է խորհրդարանական կառավարման բուն էությունը:
Նախագծի 89-րդ հոդվածը կոչված է ապահովել մեկ կուսակցության գերակայությունը խորհրդարանում, այն է՝ իշխանության մեջ: Մեր իրողություններում, անկախ իր վայելած ժողովրդականությունից, դա կլինի այն կուսակցությունը, որ տիրապետում է ադմինիստրատիվ եւ ֆինանսական ռեսուրսների: Իսկ հաշվի առնելով Հայաստանում ներկուսակցական ժողովրդավարության անգամ նշույլի բացակայությունը, հովանավորչական կառավարումը կդառնա անխուսափելի ու հարատեւ չարիք, լճացման աղբյուր եւ արատավոր համակարգի վերարտադրման գործիք: Փաստորեն, առաջարկված նախագիծը քաղաքական մենաշնորը դարձնում է սահմանադրական նորմ:
Ես այդպիսի ապագա իմ երկրին չեմ ցանկանում, դրա համար էլ միանշանակ դեմ եմ արտահայտվում այս փոփոխություններին: Կատարվում է մի մեծ սխալ, որի հետեւանքները ծայրահեղ վտանգավոր են Հայաստանի ապագայի համար:
