Երկու անձի մեղադրանք է առաջադրվել ոստիկանների նկատմամբ բռնություն գործադրելու համար

Օբյեկտիվ, բազմակողմանի և լրիվ նախաքննության նպատակով 03.02.2017թ.-ին ՀՀ հատուկ քննչական ծառայության վարույթին հանձնված` քաղաքացիների և ոստիկանների վիճաբանության ու կռվի փաստով հարուցված քրեական գործով կատարված քննությամբ պարզվել է, որ Արմավիր քաղաքի բնակիչներ Հարություն Խաչատրյանն ու Վահե Հովհաննիսյանը բռնություն են գործադրել ոստիկանների նկատմամբ, որի հետևանքով նրանցից մեկը մարմնական վնասվածքներ է ստացել: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՔԾ լրատվական ծառայությունից:
Այսպես, նախաքննությամբ հիմնավորվել է, որ 2017 թվականի հունվարի 5-ին` Ալեք Մանուկյան փողոցի վրա գտնվող «Աֆրոդիտե» ակումբում, Հարություն Խաչատրյանն ու Վահե Հովհաննիսյանը, գտնվելով ալկոհոլ օգտագործած ոչ սթափ վիճակում, հայհոյել և անհարգալից վերաբերմունք են դրսևորել ակումբի աշխատակիցների նկատմամբ, ինչի համար մի քանի անգամ դիտողության են արժանացել վերջիններիս և նշված տարածքում հասարակական կարգի պահպանություն իրականացնող` ՀՀ ոստիկանության ՊՊԾ գնդի 3-րդ գումարտակի 2-րդ վաշտի ոստիկաններ Հրաչյա Պալյանի ու Արթուր Հովհաննիսյանի կողմիÖ : Ոստիկանները Հ. Խաչատրյանից ու Վ. Հովհաննիսյանից պահանջել են նաև դադարեցնել ակումբում գույքը վնասելուն ուղղված գործողությունները, ինչի շուրջ նրանց միջև վիճաբանություն է ծագել, որը շարունակվել է նաև դրսում: Հ. Խաչատրյանն ու Վ. Հովհաննիսյանը, չենթարկվելով իրենց կարգի հրավիրելու` ոստիկանների օրինական պահանջին, նախ աստիճանահարթակից վայր են գցել և ձեռքերով ու ոտքերով հարվածել գետնին ընկած Արթուր Հովհաննիսյանին, իսկ այնուհետև` նրան օգնության հասած Հրաչյա Պալյանին, որի հետևանքով վերջինս մարմնական վնասվածքներ է ստացել:
Այսպիսով, ոստիկանների ծառայողական պարտականությունների հետ կապված` նրանց նկատմամբ բռնություն գործադրելու համար Հարություն Խաչատրյանին ու Վահե Հովհաննիսյանին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 316-րդ հոդվածի 1-ին մասով: Քրեական գործի նախաքննությունն ավարտվել է: Գործը մեղադրական եզրակացությամբ ուղարկվել է դատավարական հսկողություն իրականացնող դատախազին՝ այն հաստատելու և դատարան ուղարկելու համար:
Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
