Հայաստանում սոցիալական պաշտպանության ոլորտում էլեկտրոնային ծառայությունների ներդրումից հետո երեխայի ծննդյան միանվագ նպաստի շուրջ 7400 դիմումներից  3000-ը ներկայացվել է առցանց եղանակով: «Արմենպրես»-ի հաղորդմամբ` այս մասին ապրիլի 29-ին լրագրողների հետ հանդիպման ժամանակ ասաց ՀՀ աշխատանքի և սոցիալական հարցերի նախարար Արտեմ Ասատրյանը: Նրա խոսքով` երեխայի ծննդյան միանվագ նպաստի համար առցանց դիմումի ենթահամակարգը հարկավոր է դիտարկել ոչ որպես մեկ դիմումի համար էլեկտրոնային համակարգի ներդրում, այլև ավելի խորքային, քանի որ սրանով առաջին անգամ գործարկվեց հնարավորություն, որպեսզի քաղաքացին իր սոցիալական իրավունքից օգտվի առանց տանից դուրս գալու, առանց ավելորդ շփումների և խնդիրների, որը նաև կարևոր է հակակոռուպցիոն ուղղվածության համար:

«Համակարգային փոփոխությունների առաջին քայլն ենք կատարել, քանի որ հնարավորություն ենք տվել երեխայի ծննդյան միանվագ նպաստները ստանալ առցանց եղանակով` առանց սոցիալական ապահովության կենտրոն այցելելու: Սա նշանակում է, որ տարեկան ավելի քան 35 հազար քաղաքացի կարող է առանց տարածքային գրասենյակ այցելելու ստանալ երեխայի ծննդյան միանվագ նպաստ: Շատ դեպքերում մենք ստեղծում ենք հնարավորությունը, սակայն քաղաքացիների իրազեկված չլինելու կամ գործիքներից օգտվել չկարողանալու պատճառով դրանք չեն կիրառվում և չեն ունենում այն արդյունքը, որն ի սկզբա նե նախատեսել էինք»,- ասաց Ասատրյանը:

Նախարարը նաև տեղեկացրեց, որ հունվարի 1-ից չեղարկվել է կենսաթոշակներին և ծննդյան նպաստներին վերաբերող դիմումներն ըստ բնակության վայրի ներկայացնելու պահանջը և շուրջ 100 հազար քաղաքացիներ, այսուհետ, սոցիալական ապահովությանը վերաբերող ցանկացած հարցի դեպքում կարող են դիմել ցանկացած տարածքային բաժին` անկախ շահառուի բնակության վայրի հասցեից:

Ասատրյանի խոսքով` այն տարածքային կենտրոնները, որտեղ քիչ քաղաքացիներ կայցելեն, կարող են համարել, որ սպասարկման որակը լավը չի` հակառակ դեպքը կենթադրի, որ տվյալ տարածքային կենտրոնում շատ ավելի բարձր որակի ծառայություններ են իրականացվում: Նրա ներկայացմամբ` կենսաթոշակառու լինելու մասին տեղեկանքը տրվում է 15 րոպեի ընթացքում` նախկին 1 շաբաթվա փոխարեն:

Նախարարի տեղեկացմամբ` գործարկվել է ՀՀ ազգային արխիվի հետ տեղեկատվության փոխանակության համակարգը, և այսուհետ քաղաքացու փոխարեն կենսաթոշակային ստաժի և այլ հստակեցումների հետ կապված հարցումներն իրականացնում է սոցիալական ապահովության պետական ծառայությունը: Գործարկումից հետո 2 ամիսների ընթացքում շուրջ 2000 քաղաքացի օգտվել է նշված ծառայությունից:

«Աշխատանքները շարունակական են: Նախատեսել ենք նաև առաջիկա 5-ամյա ծրագրի ներքո իրականացնել մեր մտադրությունները, որպեսզի լիաժեք լինեն այս ուղղությամբ մեր ծառայությունները: Սոցիալական պաշտպանության ոլորտին անմիջապես շահառու հանդիսանում է  շուրջ 1,2 մլն անձ, ինչը նշանակում է, որ տեղափոխելով դրանք էլեկտրոնային համակարգ` էականորեն կնվազեն կոռուպցիոն ռիսկերը և կբարձրանա քաղաքացիներին մատուցվող ծառայությունների որակը»,- ասաց ՀՀ աշխատանքի և սոցիալական հարցերի նախարարը:
