Ոստիկանությունը խոշոր չափերի հասնող չարաշահումներ և յուրացումներ է բացահայտել

Ոստիկանության ԿՀԴՊ գլխավոր վարչության կոռուպցիայի և տնտեսական գործունեության դեմ ուղղված հանցագործությունների հակազդման վարչությունում ստացված օպերատիվ տեղեկություններն իրացնելու արդյունքում պարզվել է, որ 2015 թ. հոկտեմբերի 30-ին ՀՀ քաղաքաշինության նախարարության և կոնսորցիում համաձայնությամբ հանդես եկած «Լիլանարմ» ու «Գևորգյան և Ներսիսյան» ՍՊԸ-ների միջև կապալային պայմանագիր է կնքվել Երևանի Վիլնյուսի 61 հա սցեում գտնվող թիվ 120 մանկապարտեզի հիմնանորոգման աշխատանքները կատարելու վերաբերյալ: Սակայն կապալի շրջանակում նախատեսված և պետբյուջեից ստացված 108.920.995 դրամ գումարը կոնկրետ և նպատակային աշխատանքների համար օգտագործելու փոխարեն ուղղվել է մանկապարտեզի 5 մասնաշենքերում տարբեր և միմյանց հետ հաջորդականություն չունեցող՝ քանդման, նախապատրաստման, լոկալ նորոգման և այլ աշխատանքների իրականացմանը: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ ոստիկանության հասարակայնության հետ կապերի և լրատվության վարչությունից:
Այդ ընթացքում «Լիլանարմ» ՍՊԸ ֆինանսական տնօրեն Ն. Պ.-ն, չնայած կատարված չեն եղել ծավալաթերթ-նախահաշիվներով նախատեսված նորոգման աշխատանքները, քաղաքաշինության նախարարություն է ներկայացրել 108.920.995 դրամի շինաշխատանքների մատուցման հաշիվ-ապրանքագրեր և աշխատանքների հանձնման-ընդունման կեղծ արձանագրություններ ու կատարողական ակտեր:
Աշխատանքների տեխնիկական հսկողություն իրականացնող «Հայկասար» ՍՊԸ ներկայացուցիչ Մ. Պ.-ն, իր հերթին, կատարողական ակտերում իր ստորագրությամբ հաստատել է աշխատանքներն ամբողջությամբ կատարած լինելը, ինչի հիման վրա Ն.Պ.-ն, աշխատանքների ողջ գումարի վճարումից հետո յուրացրել է չկատարված աշխատանքի ծավալով նախատեսված և իրեն վստահված խոշոր չափերի գումարներ:
Այս ամենի հետևանքով մանկապարտեզի սաները շարունակում են մնալ անբարեկարգ ու հակահիգիենիկ պայմաններում:
Բացի այդ, նույն աշխատանքների հանձնման-ընդունման գործառույթների ընթացքում անհայտ անձը 29.01.2016թ. արձանագրության մեջ կեղծել է քաղաքաշինության նախարարության աշխատակազմի ղեկավարի հրամանով ստեղծված «Պատասխանատու ստորաբաժանման» ղեկավարի ստորագրությունը:
Դեպքերի առթիվ ՀՀ ոստիկանության ԿՀԴՊ գլխավոր վարչությունում հարուցվել է քրեական գործ, որն ուղարկվել է Քննչական կոմիտե՝ նախաքննություն կատարելու համար:
