«Չորրորդ իշխանություն». Խայտառակ դեպք բանկում. հաճախորդի ավանդի վրա վարկ են ձևակերպել առանց վերջինիս իմացության

«Լոռու մարզի Աթան գյուղի բնակիչներից Մարինե Պարանյանը 2012 թվականին «Կոնվերս» բանկում ավանդ է ներդնում։ Խոսքը Վանաձոր քաղաքի համանուն բանկի Լոռու մասնաճյուղի մասին է։ Սկզբում քաղաքացին ներդնում է 1 միլիոն 450 հազար ՀՀ դրամի չափով գումար։ Մի օր Պարանյանին գումար է պետք գալիս, և նա գնում է բանկ՝ իր իսկ գումարից որոշ մաս հանելու նպատակով։ Քաղաքացին հարցնում է, թե ինչքա՞ն տոկոս է եկել իր գումարի վրա, որպեսզի հաշվարկ անի և պարզի հանվելիք գումարի չափը, սակայն բանկի վարկային բաժնի մասնագետը նրան փոխանցում է «Դուք չեք կարող ձեր ավանդից գումար հանել, որովհետև ձեր ավանդի վրա վարկ կա ձևակերպված»։ Բանկի կառավարիչն այդ ժամանակ Հայկ Մազմանյանն էր, և հենց նրան էդիմում է քաղաքացին՝ պարզարանում ստանալու նպատակով։ Մազմանյանը տիկնոջը հանգստացնում Է, թե երկու օրվա մեջ այո հարցը կկարգավորեմ։ Երկու օր հետո տիկին Մարինեն դարձյալ այցելում է րանկ և հայտնաբերում է, որ վարկը մարվել է։ «Ես վարկ չեմ վերցրել, բնականաբար, վարկի մարում Էլ չեմ տվել», «Չի»–ի հետ զրույցում՝ որպես նախաբան ասաց Պարանյանը՝ ներկայացնելով պատմությունը, թե ինչպես է նա կորցրել իր 10 միլիոն ՀՀ գրամի չափով ավանդը.
«Կոնվերս» բանկում մի ծանոթ գանձապահ ունեի։ Մի 10 տարի նրան ճանաչում էի։ Նա պարբերաբար զանգահարում էր ինձ ու ասում էր. թե գիտես «կասսայումս» ստուգում են անելու, կօգնես այն մաքրեի որովհետև էլի պակասորդ ունեմ։ Նա միշտ խոստովանում էր, որ իր «կասսայում» միշտ
պակասորդ կա։ Հենց այդ ժամանակ էլ նա ինձ ասաց, թև «կասսայումս» ստուգում է եղել, և ես քո անունով վարկ եմ ձևակևրպել, բայց արդեն մարում եմ տվել՝ ինչ կլինի արի, թղթերը ստորագրի։ Ես ասացի՝ ոչ, բացառվում է։ Մեկ շաբաթ նա զանգահարում էր՝ խնդրելով ստորագրեմ փաստաթղթերը։ Մի խոսքով ասացի՝ սա լինի առաջին ու վերջին դեպքը, և ես ստորագրեցի՝ զգուշացնելով՝ հաջորդ անգամ ես ինքս կբողոքեմ»։
Հավելենք, որ կնոջ անունով ձևակերպված կեղծ վարկային պայմանագրերը չկան գործում։ Քննիչը արձանագրության մեջ գրել է, թե դրանք առգրավվել են, բանկն ասում է՝ տարել են Կենտրոնական բանկ, սա էլ իր հերթին հայտարարում է, թե այդ պայմանագրերն իրենց մոտ չեն, դրանք նաև փորձագետին չեն հասել: Ստացվում է, որ գլխավոր վարկային պայմանագրերը, որոնք կեղծվել են ու որոնց ի հայտ գալուց՝ կերևա, թե ով է ստորագրել ու ով է այս ամբողջ կեդծիքը կատարել՝ չկան։
