Վարչապետի մոտ քննարկվել են Հայաստանի թվային զարգացման ռազմավարության հեռանկարները

ՀՀ վարչապետ Կարեն Կարապետյանի մոտ տեղի է ունեցել խորհրդակցություն, որի ընթացքում քննարկվել են Հայաստանի թվային զարգացման ռազմավարության հեռանկարները, այդ ուղղությամբ նախատեսվող միջոցառումներն ու քայլերը: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ կառավարության տեղեկատվության և հասարակայնության հետ կապերի վարչությունից:

Նշվել է, որ ԵԱՏՄ շրջանակում անդամ պետությունների ղեկավարների ընդունած հայտարարության հիման վրա արդեն իսկ ստեղծվել է բարձր մակարդակի աշխատանքային խումբ, որի գործունեության արդյունքները մայիսի 26-ին ներկայացվելու են ԵԱՏՄ անդամ պետությունների կառավարությունների ղեկավարներին:

Այդ համատեքստում, անդրադարձ է կատարվել տարբեր ոլորտներում թվայնացման ուղղությամբ առաջնահերթությունների սահմանմանը, թվային զարգացման ռազմավարության իրականացման պատասխանատու կառույցների, ինստիտուտների ձևավորմանը, ԵԱՏՄ թվային օրակարգին, նպատակներին, հիմնական ուղղություններին, մինչև 2025 թվականն ակնկալվող թիրախային ցուցանիշներին և այլն: 

Նշվել է, որ համաշխարհային տնտեսությունն այսօր գնում է թվայնացման ճանապարհով և անհրաժեշտ է, որպեսզի Հայաստանը ևս ներկայացնի իր «թվային այցեքարտը»: Վարչապետ Կարապետյանը կարևորել է կառավարման սուբյեկտի թվայնացումը բոլոր ոլորտներում և նշել, որ դա լավ խթան է բարձրացնելու կառավարման արդյունավետությունը: «Սա չափազանց անհրաժեշտ է, անկախ ԵԱՏՄ ծրագրից, մենք այս քայլին գնալու էինք: Օրինակ, Տարածքային կառավարման և զարգացման նախարարությունում մենք համայնքի բյուջեն, աղբահանությունը, մյուս ծառայություններÕ ¨ թվայնացնելու դեպքում լուծելու ենք արդյունավետության բարձրացման բազմաթիվ խնդիրներ: Թվայնացումը բերելո՞ւ է լրացուցիչ բիզնեսների, կարողությունների ավելացման, իհարկե՝ այո: Թվայնացմամբ մենք միջոցներ ենք տնտեսելու, հասկանալու ենք, թե որքան համայնքային բյուջեներ են թերհավաքագրվում սխալ պլանավորման պատճառով, որքան դիսբալանս ունենք: Նույնը վերաբերում է մյուս ոլորտներին»,- ասել է կառավարության ղեկավարը՝ ավելացնելով, որ յուրաքանչյուր գերատեսչություն պետք է իմանա թվայանացման իր օրակարգը:

Հաշվի առնելով Հայաստանի թվային զարգացման տեսլականը՝ ՀՀ վարչապետի գլխավորությամբ ստեղծվելու է Թվային զարգացմանն աջակցող ազգային կառավարման խորհուրդ: Կարեն Կարապետյանը պատասխանատուներին հանձնարարել է խորհրդի կազմում ձևավորել աշխատանքային խումբ, որը պետք է ներկայացնի թվայնացման կառուցվածքն ու հետագա քայլերը:
