ՊԵԿ-ը և Հարկային մարմինների ներեվրոպական կազմակերպությունը համաժողով են կազմակերպել

Պետական եկամուտների կոմիտեի և Հարկային մարմինների ներեվրոպական կազմակերպության (IOTA) համատեղ նախաձեռնությամբ, մայիսի 3-5-ը Երևանում մեկնարկել է «Հարկային մարմինների ռազմավարությունը հարկ վճարողների սպասարկման փոփոխուն միջավայրում» խորագրով միջազգային համաժողով՝ շուրջ 20 երկրների ներկայացուցիչների մասնակցությամբ: Հայաստանի հարկային ծառայությունը 7 տարի առաջ է միացել է IOTA-ին և արդեն 6-րդ տարին է` կազմակերպության համա ժողովներն անցկացվում են նաև Հայաստանում: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ ԿԱ ՊԵԿ տեղեկատվության և հասարակայնության հետ կապերի բաժնից:
Ըստ ՊԵԿ նախագահի տեղակալ Վախթանգ Միրումյանի, կարևորելով միջազգային փորձի փոխանակման գործընթացը` Պետական եկամուտների կոմիտեն շահագրգռված է ապահովել իր մասնագետների մասնակցությունը կազմակերպության միջոցառումներին: Եռօրյա համաժողովը հնարավորություն կընձեռի քննարկել հարկային մարմինների և հարկային ծառայություններ մատուցողների միջև գործակցության ռազմավարությունների մշակման հարցերը, ուսումնասիրել բնագավառի միջազգային լավագույն փորձն ու ձեռք բերել նոր գիտելիքներ: Վախթանգ Միրումյանի խոսքով՝ այն կարևոր է նաև մեր երկրում իրականացնող հարկային բարեփոխումների համատեքստում. «Հայաստանի հարկային վարչարարությունը արմատական բարեփոխումների փուլում է, և այդ գործընթացում մեծ դեր ունի եկամուտների ապահովումը: Կարևոր է նաև, որ այն կատարվի հարկային կարգապահության ավելացման հաշվին»: Վերջին տարիներին Հայաստանում իրականացված օրենսդրական և վարչարարական աշխատանքներն ուղղված են եղել հարկային կարգապահության մակարդակի բարձրացմանը: Աշխատանքներն իրականացվել են ինչպես օրենսդրական կարգավորումների, այնպես էլ վարչարարական կարողությունների ներդրման միջոցով: Հարկային վարչարարության հիմնական ուղղությունն, ըստ Վախթանգ Միրումյանի, օրինապահ հարկ վճարողների հետ գործընկերային հարաբերությունների ամրապնդումն է, ինչն էլ հարկային մարմնի և հարկային ոլորտում ծառայություններ մատուցողների միջև սերտ համագործակցություն է ենթադրում. «Այս կառույցների հետ գործակցությունն իրականացվում է տարբեր հարթակներում, այդ թվում՝ էլեկտրոնային ծառայություններ մատուցող կազմակերպությունների, հարկ վճարողների շահերը ներկայացնող տարբեր հասարակական կառույցների, մասնավորապես՝ Եկամուտների վարչարարության բարեփոխումների հասարակական խորհրդի հետ աշխատանքներում»:
Արդյունավետ գնահատելով ՊԵԿ-ի մասնակցությունը կազմակերպության միջոցառումներին, Դևիդ Վուդսն ընդգծել է, որ եվրոպական փորձի համադրումը կարող է նպաստել հարկային կարգապահության մեխանիզմների կատարելագործմանը:
