««Ժամանակ»-ի զրուցակիցն է Կենտրոնական բանկի նախկին նախագահ Բագրատ Ասատրյանը:
- Պարոն Ասատրյան, այս տարվա առաջին եռամսյակի տվյալներով' Հայաստանում գրանցվել է 6.6 տոկոս տնտեսական ակտիվություն: Ինչպե՞ս եք գնահատում այս իրավիճակը, երբ վերջին տարիներին նման բարձր ցուցանիշ չէր գրանցվել: Եվ արդյո՞ք այդ աճն այս կառավարության գործունեության արդյունքում եղավ:
- Կան որոշակի սպասումներ, հատկապես, 2016թ. բավականին անհաջող տարուց հետո: Տնտեսական ակտիվությունը 6.6 տոկոս, արդյունաբերության աճը' 16 տոկոս, առևտուրը' 11.3 եւ ծառայությունների ծավալը' 10 տոկոս աճ: Բայց այդ աճը տնտեսության մեջ որևէ դրական էֆեկտ չի ունենում: Հնարավոր է' մի խումբ մարդիկ դա զգան, բայց բացասական երևույթները կան' աղքատությունը խորանում է: Այս վիճակը տեսնում է նաև կառավարությունը, որը նման դեպքերում ամենաուշ արձագանքողն է եղել և բացասական գնահատական է տվել, որ վիճակն անմխիթար է: Հիմա ինչ է արվել այդ վիճակը շտկելու համար, և արդյոք այս աճը պայմանավորված է կառավարության ծրագրով, բայց արդյոք իշխանությունների վարած քաղաքականության արդյունքն է:
Չեմ ուզում գնահատական տալ, կառավարության գործունեության մասին տարեվերջին կխոսենք, բայց այս աճի հիմքում ընկած է երկու տեսանելի գործոն. մեկը հանքահումքային ռեսուրսների՝ պղնձի միջազգային գների աճն է, որը նախորդ տարվա նույն ժամանակահատվածի համեմատ ավելացել է մոտ 15 տոկոսով: Իսկ դա նշանակալից թիվ է: Եվ երկրորդը' մոտ 14.5 տոկոսով աճել են մասնավոր տրանսֆերտները, որը կարող էր պայմանավորել առևտրի և ապրանքաշրջանառության, ծառայության աճը: Բայց այնպես չէ, որ տրանսֆերտների աճը կայուն միտում ունի»,-գրում է թերթը:
