Այսօր ՀՀ ԱԺ աշխատակազմի ղեկավար-գլխավոր քարտուղար Հրայր Թովմասյանը մասնակցում էր Երևանի քաղաքապետ Տարոն Մարգարյանի քարոզարշավին։ Օգտվելով հնարավորությունից ՀայՄեդիա.am-ը հարց ուղղեց Հրայր Թովմասյանին:

-Պարոն Թովմասյան, նախընտրական այս փուլում Նիկոլ Փաշինյանը գրեթե ամեն օր մատնանշում է Երևան քաղաքի կառավարման հարցում առկա բացերը, ցույց տալիս թերությունները, բայց կարծես առանձնապես պատասխաններ չեն հնչում Տարոն Մարգարյանի կողմից։ Ի՞նչ է սա, արհամարհելու մարտավարություն, թե՞ ամեն ինչ ճիշտ է ասում ձեր թիմի մրցակիցը։

-Շատ լավ կարելի է հասկանալ Նիկոլ Փաշինյանին։ Երբ քո քաղաքական ուժը մրցում է մայրաքաղաքի կառավարման պատասխանատվությունը ստանձնելու համար, բայց օբյեկտիվորեն չունի նման փորձ, հետևաբար նաև այդ փորձի հիման վրա խարսխված ապագայի հիմնավոր տեսլական կամ նեղ մասնագետներ, ովքեր նման հիմնավոր ծրագրերի մշակման համար ունեն խորը գիտելիքներ, այլ բան չի մնում անել, քան սեփական պատկերացումների սահմաններում տեսնել բացերը և բարձրաձայնել դրանք։ Սա շատ նորմալ գործելաոճ է, այլընտրանքը պարզապես քարոզարշավ չանելն է։ 
Այլ խնդիր է, որ մասնագետները պնդում են, թե բարձրացված հարցերը շատ հաճախ սիրողական բնույթ ունեն, ավելի շատ կենցաղային մակարդակի են և անտեսված են այն հիմնավոր լուծումները, որոնք արդեն իսկ մշակված, համապարփակ ծրագրերում գիտականորեն հիմնավորված ձևով տրված են՝ իրականացման իրատեսական ժամանակացույցով։ Բայց սա էլ է նորմալ, երբ հրապարակային քննադատություն է հնչեցվում զուտ տեսանելիության առաջին մակարդակում. չմոռանանք, որ ընտրությունները գիտական թեզի պաշտպանություն չեն, և շատ հաճախ կարող են հնչել թեզեր, որոնք ուղղակի պարզ ընկալումների հետևանք են։ Մենք սա հասկանում ենք և նորմալ ենք ընդունում։


Նորմալ չէ միայն, երբ հնչող քննադատության ժամանակ քննադատները երբեմն այնքան են տարվում բովանդակությամբ, որ մոռանում են ձևի մասին և ականամայից մոտենում կամ անգամ անցնում են անձնական վիրավորանքների սահմանը։ Այ սա միակ խնդիրն է, որ իրոք մտահոգվելու առիթ կարող է լինել։ Չեմ կարող վստահեցնել, որ շատ ուշադիր եմ եղել նախընտրական արշավի ընթացքին, բայց մի քանի դրվագում նկատել եմ, որ պարոն Փաշինյանը, միգուցեև պատահաբար, բայց իրականում շատ մոտ էր ու անգամ անցնում էր անձնական վիրավորանքի սահմանը, մի բան, որից խորհրդարանական ընտրությունների նախաշեմին բոլորը փորձում էին հնարավորինս ինքնավերահսկվելով խուսափել։ Եվ ստացվում էր։ 
Հասկանալի է, որ երկու ընտրական արշավ իրար հետևից անցկացնելը ֆիզիկական և բարոյական մեծ ամրություն ու կամք է պահանջում և հեշտ բան չէ։ Միգուցե հոգնածությունը զգացնել է տալիս, քանի որ Նիկոլ Փաշինյանին ես իրավամբ համարում եմ կայացած և փորձառու քաղաքական գործիչ և վստահ եմ, որ անձնականի սահմանը հարգելու հարցում մոտեցումների տարբերություն չունենք։ Կարծում եմ կանգ առնելու իսկական պահն է հիմա։ Ուզում եմ հուսալ, որ մենք նախընտրական արշավի երկրորդ կեսը կանցնենք շատ ավելի կառուցողական միջավայրում, և վերջնագիծ կհասնենք այնպես, որ հետո Երևանի ավագանիում բոլորը իրար աչքերի մեջ կնայեն պարզերես ու միասին կաշխատեն մայրաքաղաքի ապագայի համար, անկախ ընտրության արդյունքներից։
