 Գործադիրը մայիսի 4-ին հաստատել է գնումների գործընթացի կազմակերպման կարգը և ուժը կորցրած ճանաչել նախկինում ընդունած որոշումներից մեկը: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ կառավարության տեղեկատվության և հասարակայնության հետ կապերի վարչությունից:

Կառավարությունը հաստատել է գնումների գործընթացի կազմակերպման կարգը և ուժը կորցրած ճանաչել նախկինում ընդունած որոշումներից մեկը: Ըստ այդմ՝ գնումների գործընթացի կազմակերպման կարգը կհամապատասխանեցվի «Գնումների մասին» օրենքի պահանջներին: Այսպիսով, կկարգավորվեն, մասնավորապես, ՀՀ տարածքից դուրս գնումների կատարման, գնումների պլանավորման, գնման առարկայի բնութագրերի հաստատման, գնումների նախնական հսկողության, պայմանագրերի կատարման, կառավարման և ֆինանսավորման հետ կապված հարաբերությունները: Կսահմանվեն նաև «փոխկապակցված անձինÖ „» հասկացությունը և այդ անձանց կողմից գնման ընթացակարգերին մասնակցության սահմանափակման դեպքերը, հրավերի և պայմանագրի հիմնական պայմանները, կենտրոնացված կարգով գնում կատարելու կարգը և կենտրոնացված եղանակով գնում կատարող լիազոր մարմինը կամ իրավաբանական անձը: Ինչպես նշել է ՀՀ ֆինանսների նախարար Վարդան Արամյանը, օրենքով նախատեսվել են մի շարք փոփոխություններ գնումների գործընթացում, պարզեցվել են ընթացակարգերը: Ըստ նախարարի, մասնավորապես, փոփոխությունների է ենթարկվել երաշխիքի ինստիտուտը. պետության կարիքների համար գնումներում ներդր վել են ռիսկերի կանխարգելիչ մեխանիզմներ՝ տնտեսվարողների համար խնդիրներ չստեղծելով: «Նախ տարանջատել ենք 70 մլն դրամ և դրանից բարձր գնումները: 70 մլն դրամից բարձր գնումներում մենք դրել ենք պարտադիր բանկային երաշխիքի պահանջը»,-նշել է նախարարը: Վարդան Արամյանը ընդգծել է, որ կարգի նպատակը գնումների գործընթացում թափանցիկության, պատասխանատվության բարձրացումն է: Անդրադառնալով հարցին՝ Կարեն Կարապետյանը հորդորել է լինել ուշադիր և չդնել այնպիսի պայման, որը կբերի ծառայության գնի թանկացման: Վարչապետը նշել է նաև, որ ՀՀ պաշտպանության և ՀՀ գյու ղատնտեսության նախարարի հետ քննարկել են պաշտպանության նախարարության պահանջների համար գնումների հատուկ կարգ հաստատելու հարցը, որպեսզի մեր ֆերմերները կարողանան ուղղակիորեն մասնակցել այդ գործընթացին: «Մեր հիմնական նպատակն առավելագույն ցածր գնով առավելագույն որակյալ ապրանք և ծառայություն ձեռք բերելն է»,- ի պատասխան նշել է Վարդան Արամյանը:

«Դիլիջանի միջազգային դպրոց» ծրագրի շրջանակում հարկային և մաքսային արտոնություններ տրամադրելու մասին» ՀՀ օրենքի լիարժեք կիրարկումն ապահովելու նպատակով գործադիրը լրացումներ է կատարել նախկինում ընդունած որոշումներից մեկում: Հաստատվել են ծրագիրն իրականացնող կազմակերպությունների կողմից 2017թ. իրականացվող գործարքների ու գործառնությունների ծրագրերը:
