Սահմանդրական փոփոխությունների առնչությամբ ՀՀ երկրորդ նախագահ Ռոբերտ Քոչարյանի տեսակետը ԱԺ ՀՀԿ խմբակցության պատգամավոր Սուքիաս Ավետիսյանը համարում է բնական, սակայն մտահոգությունները չի կիսում: Պատգամավորի գնահատմամբ, Քոչարյանն այդպես է արտահայտվում Սահմանդրության նոր նախագծի վերաբերյալ, քանի որ ներկայիս նախագիծն ընդունվել է վերջինիս նախագահության տարիներին եւ նա չի ցանկանում հրաժարվել իր ստե ղծածից:

 Ավետիսյանը կարծում է, որ նոր Սահմանադրությունն ավելի լավն է, եւ ժողովրդավարությունն էլ ավելի կայուն հիմքերի վրա է դրված:

Նա մերժում է Քոչարյանի այն տեսակետը, թե նոր Սահմանադրությամբ երկրում կստեղծվի միակուսակցական համակարգ: «Հայաստանը ԽՍՀՄ չէ եւ Հայաստանում միշտ բարձր է գնահատվել բազմակուսակցական համակարգը: Սահմանադրության նոր նախագիծն էլ է բազմակուսակցության կողմնակից, եւ ընտրությունների երկրորդ փուլում կուսակցությունները կարող են միավորվել եւ որպես մեկ միասնական ընդդիմություն պայքարել խորհրդարանում շատ քվեներ ունենալու համար»,- ասաց Սուքիասյանը:

 Նրա այս դիտարկմանն էլ համամիտ չէ հրապարակախոս Կարինե Հակոբյանը: Վերջինս համոզված է, որ միասնական ընդդիմություն չի ձեւավորվի եւ եթե նախագիծն այս տեսքով ընդունվի, ապա երկրում միակուսակցական համակարգ կներդրվի: Ըստ Հակոբյանի, Սահմանադրության նոր նախագծում շատ են մարդու իրավունքները ոտնահարող կետերը: Հրապարակախոսն, օրինակ, չի հասկանում, թե ինչո՞ւ է նախագծի` քաղաքացուն օտարերկրյա պետություններ հանձնելու մասին հոդվածում նշված ոչ թե «օտարերկրյա քաղաքացի» այլ «անձ»: Ըստ Հակոբյանի` «անձ» բառը նույնացվում է ՀՀ քաղաքացու հետ, Սուքիաս Ավետիսյանն էլ խորհուրդ է տալիս կարդալ այնպես, ինչպես գրված է հոդվածում: «Եթե գրված է «անձ», նշանակում է` «անձ»: «Անձ»-ը չի նշանակում «ՀՀ քաղաքացի»,- ասաց Ավետիսյանը: Ըստ Հակոբյանի, նոր Սահմանադրությամբ իշխանության տարաբաժանման սկզբունքն ավելի կախյալ վիճակում է գտնվում, քանի որ թե՛ կառավարությանը, թե՛ նախագահին, թե՛ դատավորներին նշանակելու է մեծամասնությունը: Ավետիսյանն էլ համամիտ չէ. նոր Սահմանադրությամբ իշխանության անկախ տարաբաժանումն ավելի ակնառու է:

Հակոբյանին Սահամանդրության նոր նախագծում ամենից շատ վրդովեցրել է այն հանգամանքը, որ ժողովուրդը չի ընտրելու նախագահին: Ըստ նրա, հայ ժողովուրդը, որպես հնագույն, խելացի եւ բնատուր խելքի տեր ժողովուրդ ինքը պետք է ընտրի իր նախագահին, այլ ոչ թե խորհրդարանը նշանակի: Պատգամավորն էլ հակառակվում է. ժողովուրդը պետք է ընտրի խորհրդարան, խորհրդարանն էլ` վարչապետին, նախագահին: Ըստ Հակոբյանի, երկրի նախագահին ընտրելը ավանդույթ է եւ ընդունելի ժողովրդի կողմից, այդ պատճառով էլ չպետք է փոփոխություններ կատարել: Ավետիսյանն էլ հիշեցնում է, որ ՍահմանդրությաÕ ¶ դեռեւս չփոփոխված տարբերակով նախագահին պետք է ընտրիչները ընտրեին, սակայն ընդդիմությունը դեմ արտահայտվեց եւ քննադատեց այն:
