Եվրոպայի անվտանգության և համագործակցության կազմակերպության (ԵԱՀԿ) ԱՄՆ առաքելությունը ԵԱՀԿ երևանյան գրասենյակի մոտալուտ փակման կապակցությամբ հայտարարություն է տարածել, որով ափսոսանք են հայտնել, նշելով, որ ԵԱՀԿ–ն Հարավային Կովկասում իր գործունեության իրականացման համար պետք է այլ նոր տարբերակներ գտնի:

«Մենք ցավում ենք, որ Հարավային Կովկասում կորցնում ենք ԵԱՀԿ գործունեության վերջին հարթակը, որն անգնահատելի աջակցություն էր ցուցաբերում հյուրընկալող երկրներին և օգնում ամրապնդել հավատարմությունը ԵԱՀԿ սկզբունքներին և ստանձնած պարտավորություններին համապատասխան: Այն ապահովում է նաև հակամարտությունների կարգավորմանն ու նպաստում կառավարության և քաղաքացիական հասարակության միջև երկխոսությանը»,– ասված է հայտարարության մեջ:

Հիշեցնենք, որ ավելի վաղ հայտնի էր դարձել, որ 2016 թվականի դեկտեմբերի վերջին ԵԱՀԿ մշտական խորհրդի լիագումար նիստի ժամանակ Ադրբեջանը պնդել էր, որ համաձայն չէ Երևանում ԵԱՀԿ գրասենյակի մանդատի երկարաձգման որոշման հետ: Իսկ մինչ այդ, Ադրբեջանը հայտարարել էր, որ եթե գրասենյակը չդադարեցնի ականազերծմանն առնչվող մարդասիրական գործունեությունը, ապա նա չի համաձայնի երևանյան գրասենյակի մանդատի երկարաձգմանը: Ու թեև որպես փոխզիջում, Հայաստանը համաձայնել էր, որ գրասենյակը դադարեցնի այդ գործունեությունը, բայց ԵԱՀԿ նախագահությունն այդպես էլ չկարողացավ բոլոր կողմերի համար բավարարող լուծում գտնել գրասենյակի աշխատանքը երկարաձգելու համար:

Միացյալ Նահանգները կոչ է արել ԵԱՀԿ նախագահությանն ու գլխավոր քարտուղարին շարունակել համագործակցությունը ՀՀ կառավարության և քաղաքացիական հասարակության հետ և նոր տարբերակներ գտնել Հայաստանում և Հարավային Կովկասում ԵԱՀԿ ներկայությունն ապահովելու համար: ԱԳՆ խոսնակ Տիգրան Բալայանն անդրադառնալով հարցին՝ նշեց, որ իր ապակառուցողական մոտեցումների պատճառով Ադրբեջանը ԵԱՀԿ–ում հայտնվել է բացարձակ մեկուսացման մեջ և չարաշահելով իր կոնսենսուսի իրավունքը, համաձայն որի նույնիսկ մեկ երկիր կարող է խափանել որոշումների ընդունումը, դեմ է հանդես եկել ԵԱՀԿ երևանյան գրասենյակի գործունեության շարունակմանը, հակադրվելով ամբողջ կազմակերպությանը:

«Ինչպես արտաքին, այնպես էլ ներքին քաղաքականության մեջ Ադրբեջանը ամենօրյա ռեժիմով ոտնահարում է ԵԱՀԿ սկզբունքներն ու հանձնառությունները, այդ թվում` հիմնարար ազատությունները, և այս առումով մշտապես գտնվում է միջազգային քննադատության թիրախում: Իսկ այժմ, խոչընդոտելով նաև ԵԱՀԿ գործունեությանը, հերթական անգամ մարտահրավեր նետեց միջազգային հանրությանը: Սրանով Բաքուն արձանագրեց միջազգային ասպարեզում իր հերթական ձախողումը` խորացնելով անջրպետը իր և քաղաքակիրթ աշխարհի միջև»:

ԱԳՆ խոսնակը հավելել է նաև, որ Հայաստանը շարունակելու է գործել որպես ԵԱՀԿ ակտիվ և նախաձեռնող անդամ՝ իր նպաստը բերելով կազմակերպության նպատակների իրականացմանը։ Հայկական կողմը պատրաստ է դիտարկել նաև Հայաստանում ԵԱՀԿ–ի ծրագրերի իրականացման առաջարկները, որոնք, մասնավորապես, հնչեցվել են ԵԱՀԿ Մշտական խորհրդի ընթացքում:
