Արցախի խորհրդարանի կանոնակարգ օրենքում փոփոխություններ են կատարվել

Արցախի Հանրապետության Ազգային ժողովի հերթական լիագումար նիստը տեղի է ունեցել այսօր` մայիսի 11-ին:

Ինչպես «Արմենպրես»-ին տեղեկացրին Արցախի Հանրապետության Ազգային ժողովի լրատվական ծառայությունից, բացելով նիստը՝ ԱԺ նախագահ Աշոտ Ղուլյանը շնորհավորել է ներկաներին, հայ ժողովրդին ու նրա բարեկամներին մայիսյան եռատոնի կապակցությամբ:

Այնուհետև, խորհրդարանի նախագահը նշել է, որ ԱԺ-ը սկսում է մի նոր գործընթաց, որը սահմանադրական պահանջ է և ուղղված է գործող օրենսդրությունն այս տարվա փետրվարի 20-ի հանրաքվեով ընդունված Արցախի Հանրապետության Սահմանադրությանը համապատասխանեցնելուն:

Անցնելով օրենսդրական աշխատանքին՝ խորհրդարանը քննարկել և առաջին ընթերցմամբ ընդունել է «Ազգային ժողովի կանոնակարգ» Արցախի Հանրապետության օրենքը: Նախագծի համահեղինակների հիմնավորմամբ՝ օրինագծով Ազգային ժողովի գործունեության կարգը համապատասխանեցվել է նոր Սահմանադրությամբ խորհրդարանին վերապահված գործառույթներին ու լիազորություններին: Ըստ այդմ, փոխվել է կանոնակարգի կառուցվածքը, համապատասխանաբար գլուխները միավորվել են ինը բաժիններում:

Քննարկումից հետո համահեղինակները, սահմանված կարգով, պատգամավորներին առաջարկել են 14-օրյա ժամկետում ներկայացնել առաջարկություններ և ցանկության դեպքում, միանալ համահեղինակներին ու մասնակցել նախագծի հետագա լրամշակման աշխատանքներին:

Նիստի երկրորդ հատվածում Լեռնային Ղարաբաղի Հանրապետության Վերահսկիչ պալատի 2016թ. գործունեության տարեկան հաշվետվությամբ հանդես է եկել  Վերահսկիչ պալատի նախագահ Էռնեստ Ավանեսյանը:

Արցախի Հանրապետության հանրաքվեի կենտրոնական ընտրական հանձնաժողովի նախագահի տեղակալ Եղիշե Արզումանյանը  պատգամավորներին է ներկայացրել  Արցախի Հանրապետության Սահմանադրության նախագծի վերաբերյալ 2017 թվականի փետրվարի 20-ի հանրաքվեի  կազմակերպման և անցկացման մասին հաղորդագրությունը:

Նիստը եզրափակվել է պատգամավորական հայտարարություններով, որին մասնակցել են պատգամավորներ Հայկ Խանումյանը և Արմեն Սարգսյանը:
