Մնացական Բիչախչյանը ֆեյսբուքյան իր էջում գրում է.

Անձնագրային և վիզաների վարչության, ինչպես նաև տարածքային անձնագրային ծառայությունների կողմից ծառայություններ մատուցելիս պետական տուրք չի գանձվում
1) հին նմուշի անձնագրի վավերականության ժամկետը երկարաձգելիս
2) հանրային ծառայությունների համարանիշ տրամադրելիս
3) 16 տարին չլրացած երեխաներին, ինչպես նաև փախստական ճանաչված անձանց հաշվառելիս
4) 16 տարին չլրացած երեխայի հաշվառման հասցեի վերաբերյալ տեղեկանք տրամադրելիս
5) պետական կամ տեղական ինքնակառավարման մարմինների պահանջով հաշվառման հասցեի վերաբերյալ տեղեկանք տրամադրելիս
6) անձնագրային տվյալների վերաբերյալ տեղեկանք տրամադրելիս
7) հին նմուշի անձնագիրը 16 տարեկանը լրանալուց հետո 1-ին անգամ տրամադրելիս
8) հին նմուշի անձնագիրը աղքատության ընտանեկան նպաստ ստացող ընտանիքի անդամին տրամադրելիս

9) նույնականացման քարտը աղքատության ընտանեկան նպաստ ստացող ընտանիքի անդամին տրամադրելիս
10) նույնականացման քարտն առաջին անգամ տրամադրելիս, եթե 16 տարին լրանալուց հետո անձը չի ստացել ՀՀ քաղաքացու անձնագիր
11) հաշվառման հասցեի վերաբերյալ տեղեկանք տրամադրելիս, երբ
ա) դիմողը միայնակ կենսաթոշակառու է,
բ) դիմողը առաջին և երկրորդ խմբի հաշմանդամ է,
գ) դիմողը ընտանիքների անապահովության գնահատման համակարգում հաշվառված անձ է
12) քաղաքացիության վերաբերյալ տեղեկանք տրամադրելիս
13) ՀՀ քաղաքացիությունը դադարեցնելու վերաբերյալ տեղեկանք տրամադրելիս
14) փախստականի կոնվենցիոն ճամփորդական փաստաթուղթ տրամադրելիս,
15) «Պետական տուրքի մասին» ՀՀ օրենքի 26-րդ հոդվածով նախատեսված դեպքերում օտարերկրյա քաղաքացիների կացության կարգավիճակը հավաստող փաստաթուղթ, ինչպես նաև ՀՀ մուտքի արտոնագիր տրամադրելիս:
