Արցախում կարող են վերսկսվել լայնածավալ ռազմական գործողությունները, այս մասին ասվում է ԱՄՆ ազգային հետախուզության ղեկավար Դանիել Կոստայի՝ Սենատի հետախուզությունների հատուկ կոմիտեի լսումներին ներկայացված զեկույցում: Զեկույցի հեղինակը Կովկասին նվիրված բաժնում հիշեցնում է, որ 2016թ. ապրիլին լարվածություն բռնկվեց Հայաստանի ու Ադրբեջանի միջև: «Այն, որ երկու կողմերն էլ չեն ցանկանում զիջումների գնալ, ինչպես նաև տեղերում աճող ճնշումները, թույլ են տալիս ենթադրել, որ 2017թ. իրատեսական կմնա լայնածավալ ռազմական գործողությունների հավանականություն»,- ասվում է զեկույցում: Զեկույցում նաև նշվում է, որ մինչ Ադրբեջանը փորձում է հավասարակշռություն պահպանել Ռուսաստանի, Իրանի և Արևմուտքի միջև, այդ երկրում շարունակվող տնտեսական դժվարությունները լուրջ մարտահրավեր են տեղի վարչակարգի համար և կարող են ստիպել նրան հրահրել իրավիճակը՝ իշխանությունը պահելու համար:
