«Փաստ» օրաթերթը գրում է.
«Դեղերի մասին» ՀՀ օրենքի միակ նպատակն արտադրվող և ներկրվող դեղերի որակը, մատչելիությունը և անվտանգությունը ապահովելն է: Ու չնայած օրենքը մշակելիս հաշվի են առնվել արատավոր երևույթների դեմ պայքարի բոլոր հնարավոր ուղղությունները, սակայն փաստ է, որ նույնիսկ, այսպես ասած, իդեալական օրենքն անգամ երբեք չի կարող երաշխիք լինել, որ դեղերի ոլորտի դերակատարները այն շրջանցելու և այդ ճանապարհով իրենց համար ստվերային եկամուտներ ապահովելու գայթակղությունից զերծ կլինեն:
Եվ չնայած ոլորտի քաղաքականության պատասխանատուները փորձում են թե՛ օրենսդրական կարգավորումներով և թե՛ այլ ճանապարհներով կանխել անօրինական ճանապարհով արտադրվող և մաքսանենգ ճանապարհով Հայաստան ներկրվող դեղերի հոսքը, սակայն այս պահին ասել, որ նման դեղեր չկան Հայաստանում ճիշտ չի լինի:
Ի դեպ, թմրամիջոցներից և զենքի առևտրից հետո ամենաեկամտաբեր բիզնեսը դեղագործության ոլորտն է համարվում: Եվ եթե այս ամենին ավելացնենք կարճ ժամանակում, ձախ ճանապարհով հարստանալու տենդով վարակված անհատների գոյությունը, ապա կարելի է ասել, որ Հայաստանն էլ այս հարցում բացառություն չի կարող լինել: Մանավանդ, որ մեր երկիրն ամենևին էլ Լուսնի վրա չի գտնվում և այստեղ էլ նման գայթակղությանը չդիմացողներ անպայման կլինեն:
Ի դեպ, դեղերը բաժանվում են երկու դասի՝ օրիգինալ և ջեներիկ կամ վերարտադրված դեղեր: Դրանք դեղաբանական տեսանկյունից նույն բաղադրությունն ունեն, սակայն դեղի ստացման համար անհրաժեշտ խառնուրդներից ելնելով կարող են որոշ չափով տարբերություններ ունենալ: Դրանից ելնելով էլ մի դեղի արդյունավետությունը մյուսից կարող է որոշ առումներով տարբերվել:
Հուրախություն մեզ, այսօր Հայաստանում նույնպես դեղեր են արտադրվում: Եվ կրկին հուրախություն մեզ, դրանք շատ այլ երկրներում թողարկածներից մի քանի անգամ ավելի բարձր որակ ունեն: Սակայն, զարմանալի է, որ հասարակության վերաբերմունքը տեղական արտադրանքի հանդեպ միանշանակ չէ, որն էլ բավականին խանգարում է դեղ արտադրող ընկերություններին ավելի մեծ քայլերով զարգանալու համար:
Եվ եթե սրան գումարենք ներկրող արտադրող հակամարտությունները, ապա կարելի է պատկերացնել, թե եղած դժվարություններից բացի ինչպիսի այլ փորձություններ են հաղթահարում հայկական դեղագործական ընկերությունները: Այս ամենը, սակայն չի խանգարել հայկական դեղ արտադրող ընկերություններին, որ ձգտեն միջազգային ստանդարտներին համապատաասխանող GMP որակի դեղեր արտադրելու հայտ ներկայմացնեն ու ստանան:
Ինչ վերաբերում է Հայաստանում արտադրվող, ինչպես նաև ներկրվող դեղերի գրանցման կարգին, ապա նոր օրենքը թույլ է տալիս խնայել թե՛ նյարդերը, թե՛ ժամանակը:
