Անցած շաբաթ Թուրքիայի, Ռուսաստանի և Իրանի միջև՝ Աստանայում ստորագրված Մեմորանդումի համաձայն, Սիրիայում օրինական ուժի մեջ մտավ անվտանգության գոտիների ձևավորման գործընթացը, ինչին նույնիսկ Միացյալ Նահանգները լակոնիկ, բայց խանդավառ աջակցություն ցուցաբերեցին, հույս հայտնելով, թե հիշյալ տարածքներում բռնության նվազեցումն ու Սիրիայի հումանիտար իրավիճակի բարելավումը կարող է լավ հող դառնալ՝ սիրիական հակամարտության հետագա քաղաքական կարգավորման տեսանկյունից:
 
Խնդիրը, սակայն, այն է, որ Համաձայնագիրը, դեռ կյանքի չկոչված, իր մահկանացուն է խոստանում կնքել, և ասվածը որևէ կապ չունի լավատեսության պակասի կամ՝ կայուն հոռետեսության հետ:
 
Ակնհայտ է, որ սիրիական հակամարտության պատմությունը, նախ և առաջ, իշխանություն–ընդդիմություն պայքարի պատմությունն է: Եվ եթե սիրիական ընդդիմությունն Աստանայում հրաժարվեց միանալ Համաձայնագրին՝ հայտարարելով, որ անվտանգության գոտիների նախանշմամբ սկիզբ է դրվում Սիրիայի մասնատման գործընթացին, ցանկացած մեկն, իհարկե, կարող է հայտարարել, որ ներկայի Սիրիայում այդ մասին խոսելը խիստ ժամանակավրեպ է, բայց նաև չի կարող չընդունել, որ անվտանգության չորս գոտիներն ընդդիմության ջանքերով (Իդլիբի նահանգ, դրան հարակից Լաթակիայի, Խամի, Հալեպի շրջաններ, Հոմսից ոչ հեռու գտնվող հարավային Գուտա և Սիրիայի հարավ՝ Դարյա, Էլ–Կունեյտրա գավառներ) շատ արագ նորից կարող են ակտիվ պատերազմական գոտիների վերածվել:
 
Հետաքրքիր է, որ ընդիմությունից զատ դեմարշի է անցել նաև դե յուրե հակամարտության ակտիվ կողմ չհայտարարված, բայց դե ֆակտո վաղու՛ց այդպիսին հանդիսացող Իսրայելը, որտեղ պաշտոնապես հայտարարեցին, թե Աստանայի Մեմորանդումն իրենց ոչնչով չի կաշկանդում և, որ՝ ցանկացած պահի, երբ ՑԱԽԱԼ–ն իր երկրի անվտանգության հետ կապված խնդիր տեսնի, անմիջապես իրեն իրավունք կվերապահի խոցել ցանկացած սիրիական թիրախ:
 
Այսպիսով, չխոսելով նույնիսկ տարածաշրջանի բոլոր մնացած խաղացողների վերաբերյալ, պարզից էլ պարզ է, որ այդքան չարչրկված ու դիֆերամբների արժանացած գործընթացի հնարավորությունն իսկ արդեն Ռուսաստանն ինքն է կասկածի տակ առնում: Այլ կերպ չես բացատրի ՌԴ նախագահ Վլ. Պուտինի վերջին հայտարարությունն այն մասին, թե անվտանգության գոտիների հետ կապված բոլոր կանոնները կգործեն այդ շրջաններում ռազմական ակտիվության իսպառ բացառման պարագայում: Ընդ որում, Պուտինի հավաստմամբ, անվտանգության գոտիների հռչակումը չպետք է որևէ կապ ունենա և չունի վարվող հակաահաբեկչական պայքարի, Ֆաթհ աշ–Շամի և ԴԱԻՇ–ի հետ, որոնց անհրաժեշտ է թիրախավորել ցանկացած պարագայում:
  
Ստացվում է՝ այսքանն էլ բավական է հասկանալու, որ «անվտանգություն ռուսական ձևով» տարբերակը Սիրիայում դժվար թե աշխատի: Մանավանդ որ, ի տարբերություն Թուրքիայի երբեմնի՝ բուֆերային գոտիներ ստեղծելու առաջարկի, այս դեպքում ՄԱԿ–ի Անվտանգության խորհուրդը որևէ ներգրավվածություն չունի, և մենք չենք կարող խոսել թող, որ՝ հաճախ չկիրառվող, բայց գոնե ամենաբարձր մակարդակող տրվող միջազգային երաշխիքների, մոնիթորինգի, պատժամիջոցների և այլնի վերաբերյալ:
