Գյումրիում Ավետիսյանների ընտանիքի 7 անդամի սպանության համար ցմահ ազատազրկման դատապարտված ռուս զինծառայող Վալերի Պերմյակովը իր պատիժը կկրի ՌԴ տարածքում: Այս որոշման մասին պաշտոնապես հայտարարել է Հհ արդարադատության նախարարությունը:

Այս մասին հայտնում են ՀՀ ԱՆ տեղեկատվության և հասարակայնության հետ կապերի վարչությունից։

Նշվում է, որ ՌԴ դատարանի որոշումը երաշխավորում է ՀՀ դատարանի կողմից ցմահ ազատազրկման դատապարտված ՌԴ քաղաքացի Վալերի Պերմյակովի դատավճռի կատարումը անվերապահորեն ու լիովին՝ Հայաստանի Հանրապետության և Ռուսաստանի Դաշնության միջև գործող միջազգային պայմանագրերով սահմանված կարգով:

Նախարարությունը տեղեկացնում է, որ «ՀՀ և ՌԴ միջև ՀՀ տարածքում ռուսական ռազմաբազայի գտնվելու հետ կապված իրավասության և իրավական փոխօգնության հարցերով» համաձայնագրով հստակ սահմանված է զինծառայողի կողմից հանցագործություն կատարելու դեպքում պատասխանատվության ենթարկող պետությունը և քրեական հետապնդման կարգը:

Այդ համաձայնագրի 4-րդ հոդվածի համաձայն ռուսական ռազմաբազայի կազմի մեջ մտնող անձանց կողմից ՀՀ տարածքում կատարված հանցագործությունների դեպքում նրանց նկատմամբ կիրառվում է ՀՀ օրենսդրությունը և գործում են ՀՀ իրավասու մարմինները, իսկ նույն համաձայնագրի 5-րդ հոդվածով էլ սահմանվում է, որ ռուսական ռազմաբազայի կազմի մեջ մտնող անձանց կողմից կատարված զինվորական հանցագործությունների գործերով կիրառվում է Ռուսաստանի Դաշնության օրենսդրությունը, գործում են նրա իրավասու մարմինները:
