«168 ժամ» թերթը գրում է. «Այսօր տեղի է ունենալու վեցերորդ գումարման Ազգային ժողովի անդրանիկ նիստը, որի ընթացքում ընտրվելու են խորհրդարանի ղեկավարությունը եւ մշտական հանձնաժողովի նախագահները։ Հենց այս Ազգային ժողովն է իրականացնելու խորհրդարանական կառավարման կարգի անցած Հայաստանի առաջին պառլամենտի դերն ու գործառույթները։

Բացի այդ, հենց այս Ազգային ժողովի գործունեության պայմաններում է ավարտվելու սահմանադրական կարգի փոփոխության անցումային փուլը, երբ 2018 թվականին կավարտվի գործող նախագահ Սերժ Սարգսյանի պաշտոնավարման ժամկետը, եւ կընտրվի արդեն նոր լիազորություններով վարչապետ՝ դառնալով պետության առաջին դեմքը։ Այս եւ բազմաթիվ գործոնների պատճառով նորընտիր խորհրդարանի դերն ու նշանակությունն առաջիկա բոլոր զարգացումներում, մեղմ ասած, մեծ է։ Հենց խորհրդարանում են իրականություն դառնալու իշխանության վերնախավում կայացված բոլոր այն որոշումները, որոնք կանխորոշելու են նոր իշխանության կազմավորումը, գործող իշխանության տարբեր թեւերի ու բեւեռների դերակատարության փոփոխությունն ու մնացած բոլոր վերադասավորումները։

Նոր խորհրդարանի առանձնահատկություններից մեկն այն է, որ կա անվանական եւ արմատական ընդդիմություն՝ ի դեմս «Բարգավաճ Հայաստանի» (ԲՀԿ) ու «Ելք» դաշինքի, թեեւ վերջինիս արմատականությունն արմատականություն է այնքանով, որքանով այն տարբերվում է ԲՀԿ-ից։

Որքանո՞վ այս ընդդիմադիր ուժերն առաջիկա զարգացումներում կդառնան իշխանության վերաբաժանման մասնակից, կախված է նրանց, ինչպես նաեւ՝ գործող իշխանության հաշվարկներից։ Բացառված չէ, որ ընդդիմադիր ուժերը, կամ տարբեր փուլերում նրանցից մեկը, կամա թե ակամա, դառնա գործիք՝ իշխանության մի թեւի կողմից մյուս թեւի դեմ պայքարում։ Հնարավոր է՝ դա տեղի չունենա, հանուն արդարության՝ պետք է նշել, որ դա քիչ հավանական է։ Այս ամենով հանդերձ՝ նորընտիր խորհրդարանի ամենամեծ ու խնդրահարույց հարցն այն է, որ, ինչպես նախորդ խորհրդարանները, այս մեկը եւս կտրված է հասարակությունից այնքան, որքան տարբեր թելերով կապված է իշխանության հետ»:
