Գագիկ Մինասյանը ներկայացրեց Սահմանադրական նախագծի վերջնական տարբերակում կատարված փոփոխությունները

 Սահմանադրական բարեփոխումների նախագծի վերջնական տարբերակը արտացոլում է Ազգային ժողովում ներկայացված բոլոր քաղաքական ուժերի առաջարկությունները:

Լրագրողների հետ հոկտեմբերի 9-ին կայացած հանդիպմանն այսպիսի կարծիք հայտնեց Ազգային ժողովի ֆինանսավարկային և բյուջետային հարցերիմշտական հանձնաժողովի նախագահ Գագիկ Մինասյանը: «Սահմանադրական բարեփոխումների ողջ ընթացքը եղել է բաց և թափանցիկ և յուրաքանչյուր քաղաքական ուժ հնարավորություն է ունեցել մասնակցել քննարկումներին` ներկայացնելով տարբեր դրույթների վերաբերյալ իր դիտարկումներն ու առաջարկությունները, որոնց մեծ մասը տեղ է գտել Սահմանադրական փոփոխություÕ �ների վերջնական տարբերակում»,- նշեց նա` հավելելով, որ Ազգային ժողովում Սահմանադրական բարեփոխումների նախագծի քվեարկության արդյունքները ապացուցեցին այս հարցի վերաբերյալ քաղաքական կոնսոլիդացիայի առկայությունը:

Նա նկատեց, որ Սահմանադրական բարեփոխումների վերջնական տարբերակում փոփոխվել է բոլոր քաղաքական ուժերի կողմից քննարկումների առարկա դարձած 89-րդ հոդվածը: «Նախկին ձևակերպմամբ, եթե խորհրդարանական ընտրությունների առաջին փուլի արդյունքներով որևէ քաղաքական ուժ չէր հավաքում կայուն մեծամասնության համար անհրաժեշտ ձայները, ապա պետք է անցկացվեր երկրորդ փուլը, որին պետք է մասնակցեին առաջին փուլում առավելագույն ձայներ ստացած երկու կուսակցությունները: Սակայն վերջնական ձևակերպմամբ հստակեցվել է այն իրողությունը, որ կայուն մեծամասնության համաÖ € անհրաժեշտ քանակությամբ քվեներ չստացված կուսակցությունը պետք է ձևավորի քաղաքական կոալիցիա, իսկ երկրորդ փուլի առկայությունը դառնում է բացառություն, այլ ոչ թե օրինաչափություն»,- պարզաբանեց Գագիկ Մինասյանը` հավելելով, որ ընտրական օրենսգիրքը նախատեսում է, որ ընտրությունների երկրորդ փուլին քաղաքական ուժերը կարող են մասնակցել դաշինքներով: «Ես պետք է հիշեցնեմ, որ վերջին 25 տարում տեղի ունեցած ընտրությունների արդյունքում որևէ քաղաքական ուժի չի հաջողվել միայն համամասնական ընտրակարգով հավաքել ձայների 50 տոկոսը»,-ընդգծեց Մինասյանը:

Բանախոսի պնդմամբ` երկրորդ կարևոր փոփոխությունն այն է, որ Նախագահին պետք է ընտրի խորհրդարանը, այլ ոչ թե ընտրիչների ժողովը: «Ազգային ժողովի նախագահի ընտրության հետ կապված դրույթը նույնպես փոփոխվեց, և այժմ Ազգային ժողովի նախագահը չի ընտրվում խորհրդարանի գործունեության ողջ ժամկետի համար, և եթե փոխվի խորհրդարանական մեծամասնությունը, ապա կփոխվի նաև խորհրդարանի նախագահը: Բացի այդ` ՀՀ վարչապետին առաջադրում են խորհրդարանական ուժերը, այլ ոչ թե միայն ԱԺ նախագահը»,-նշեց Մինասյանը:

Գագիկ Մինասյանը նաև տեղեկացրեց, որ սահմանադրական փոփոխությունների ընդունման դեպքում Վերահսկիչ պալատը վերանվանվելու է Հաշվեքննիչ պալատի կամ Աուդիտորական պալատի, և դրա ծրագիրը այլևս չի հաստատելու խորհրդարանը: «Հաշվեքննիչ պալատը ինքն է ստեղծելու և հաստատելու իր ծրագիրը»,-եզրափակեց Մինասյանը:

Ազգային ժողովը հոկտեմբերի 5-ին քվեարկությամբ ընդունեց սահմանադրական բարեփոխումների նախագիծը հանրաքվեի դնելու մասին Ազգային ժողովի որոշումը:Սահմանադրական բարեփոխումների նախագիծը հանրաքվեի դնելու որոշմանը կողմ քվեարկեց 104, դեմ՝ 10, ձեռնպահ՝ 3 պատգամավոր: Հանրաքվեն կայանալու է ընթացիկ տարվա դեկտեմբերի 6-ին:
