Նոր Սահմանադրությամբ 12-ամյա պարտադիր կրթությունից չենք խուսափի

Նոր Սահմանադրության մեջ տեղ է գտել ամենաճիշտ ձևակերպումը, որը վերաբերում է կրթության նվազագույն տևողությանը: Այդ մասին Past.am-ի հետ զրույցում ասաց ՀՀ կրթության և գիտության նախարար Արմեն Աշոտյանը:
«Ինչպես գիտենք, Հայաստանը որդեգրել է մի քաղաքականություն, ըստ որի՝ 2017 թվականի հունվարի 1-ից պարտադիր է դառնում 12-ամյա կրթությունը, որը կարող է իրացվել կա՛մ միջնակարգ կրթությամբ, կա՛մ միջին մասնագիտական, կա՛մ նախնական մասնագիտական կրթությամբ»,- պարզաբանեց նախարարը:
Նրա խոսքով՝ հետևյալ ձևակերպման համար հիմք էր հանդիսացել գործող Սահմանադրությամբ տրված լիազորությունը՝ օրենքով կարգավորել կրթական ավելի բարձր ցենզի հարցը:
«Նոր Սահմանադրության մեջ տեղ է գտել ամենաընդունելի ձևակերպումը, այն է՝ պարտադիր կրթության ծրագրերը և տևողությունը սահմանվում են օրենքով, որպեսզի Սահմանադրության մեջ չգրենք, թե ինչ ծրագիր է պարտադիր և որքան է նվազագույն շեմը: Իսկ ԱԺ-ն էլ իր հերթին կունենա նվազագույն շեմը սահմանելու լիազորություն»,- ընդգծեց նախարարը՝ նշելով, որ եթե Սահմանադրության մեջ նշվեր շեմ, իսկ մի քանի տարի անց ցանկանայինք փոխել այն, ապա ստիպված կլինեինք փոխել Սահմանադրությունը:
Հիշեցնենք, որ անցյալ տարվա վերջին նախարարը ԱԺ էր բերել նվազագույն կրթության շեմը 2016 թվականի հունվարի 1-ից 12 տարին սահմանելու մասին օրինագիծը, որը քննադատվեց ոչ միայն ընդդիմադիր, այլև իշխանական պատգամավորների կողմից: Արդյունքում՝ որոշվեց ընդունել նախագիծը, սակայն կիրառել 2017 թվականի հունվարի 1-ից, երբ պրակտիկ հնարավոր կլինի իրացնել 12-ամյա կրթության նվազագույն շեմը:
