Արդարադատության նախարարությունը անձնական տվյալների պաշտպանությանը նվիրված աշխատաժողով է կազմակերպել

ՀՀ արդարադատության նախարարության Անձնական տվյալների պաշտպանության գործակալությունը, Եվրոպական հանձնաժողովի տեխնիկական օժանդակության և տեղեկատվության փոխանակման գործիք (ԹԱՅԵՔՍ) ծրագրի շրջանակում, մայիսի 22-ին կազմակերպել է «Անձնական տվյալների պաշտպանությունը և տեսահսկումը» թեմայով երկօրյա աշխատաժողով: Այս մասին տեղեկացրին ՀՀ արդարադատության նախարար ության տեղեկատվության և հասարակայնության հետ կապերի վարչությունից:

ՀՀ արդարադատության նախարարի ժամանակավոր պաշտոնակատար Արթուր Հովհաննիսյանը շնորհակալություն է հայտնել ներկաներին աշխատաժողովին մասնակցելու համար և նշել, որ անձնական տվյալների պաշտպանությունը պետք է լինի օրենքով սահմանված ամուր հիմքերի վրա: «Պատահական չէ, որ մեր պետությունն իր քաղաքականությունում ներդրել է անձնական տվյալների լիարժեք պաշտպանությունը: Մենք 2015 թվականին ընդունեցինք «Անձնական տվյալների պաշտպանության մասին» նոր օրենք, որը բավական ժամանակակից է, որտեղ հստակ և սպառիչ սահմանված են անձնական տվյալների պաշ տպանության հիմքերը, բացի այդ նախատեսված են նաև այդ տվյալների մշակման օրինականության նկատմամբ հսկողություն իրականացնող մարմնի գործառույթները»,-ասել է Ա. Հովհաննիսյանը:

Նրա խոսքով, շատ հաճախ հանրությունը բախվում է տեսանկարահանող, լուսանկարահանող սարքերի խնդրի հետ, որոնք, առանց անձի թույլտվության, տեսանկարահանում են իրականացնում: «Գործնականում կան խնդիրների, մեխանիզմների պակաս, ինչու չէ նաև փորձի պակաս, որոնք լուծելու համար մենք օգտվել ենք Եվրոպական միության աջակցությունից և հրավիրել միջազգային փորձագետների՝ իրենց փորձը մեզ ներկայացնելու համար»,-նշել է նախարարի ժամանակավոր պաշտոնակատարը:

ՀՀ ԱՆ անձնական տվյալների պաշտպանության գործակալության պետ Շուշան Դոյդոյանը նույնպես շնորհակալություն է հայտնել Հանձնաժողովի ներկայացուցիչներին իրենց փորձը հայ գործընկերներին ներկայացնելու համար և անդրադարձել այս ժամանակահատվածում գործակալության կողմից իրականացված աշխատանքներին: Շ. Դոյդոյանը հավելել է, որ արդեն մշակվել և հանրությանն է ներկայացվել տեսահսկման մասին ուղեցույց, որտեղ ներառված են տեսահսկման հիմնական կանոններն ու սկզբունքները, ինչպես պետական, այնպես էլ մասնավոր հատվածներում:

Աշխատանքային հանդիպման ընթացքում ԵՄ 5 երկրների միջազգային փորձագետները կներկայացնեն իրենց երկրներում տեսահսկման կարգավորման իրավական ու պրակտիկ մեխանիզմները, կանդրադառնանԵՄ իրավական դաշտին և եվրոպական երկրների համեմատական վերլուծությանը՝ տեսահսկման ոլորտում, ՀՀ օրենսդրությանը ԱՏՊ մասին, հանրային և մասնավոր տարածքներում տեսահսկմանը, տեսահսկման համակարգերի ընտրությանը, տեղադրմանը և կարգավորմանը, տեսագրությունների պահպանման ժամկետներին և այլն:

Միջոցառմանը մասնակցում են նաև ԵՄ հայաստանյան պատվիրակության համագործակցության բաժնի ղեկավար Հոա-Բին Աջեմյանը, պետական կառավարման մարմինների և շահագրգիռ հասարակական կազմակերպությունների շուրջ 50 ներկայացուցիչները:
