«Ժողովուրդ» թերթը գրում է. «Աշնանային նստաշրջանի առաջին իսկ քառօրյայի օրակարգում օրենսդրական մի փաթեթ է ընդգրկված, որը այլ կերպ, քան խայտառակություն, հնարավոր չէ որակել: Այդ փաթեթով առաջարկվում է ընդունել նոր «Արտոնագրային հարկի մասին» օրենք եւ փոփոխություն կատարել թվով 12 օրենքներում: Ներկայում էլ մի շարք ոլորտներ գործող տնտեսվարողները արտոնագրային վճարներ են մուծում:

Սակայն այս նոր օրենսդրական փաթեթի առանձնահատկությունն այն է, որ դրանով արտոնագրային վճարներ են նախատեսվում նաեւ կոշկակարների, դերձակների, գլխարկագործների, գորգագործների, հյուսնների եւ կահույքագործների, բիժուտերիա պատրաստողների, կենցաղային տեխնիկա ու համակարգիչներ նորոգողների եւ ծրագրային սպասարկումներ իրականացնողների, հեծանիվներ, հաշմանդամների սայլակներ եւ անձնական օգտագործման կենցաղային այլ պարագաներ նորոգողների, տնտեսական եւ գեղազարդ խեցեգործական իրեր պատրաստողների, ժամագործների, կրկնուսույցների, պարուսույցների, անգամ թամադաների մի շարք այլ գործունեությամբ զբաղվելու համար:

Մեր կողմից թվարկված ցանկը ընդամենը մի մասն է այն արհեստավորների, որոնց ՀՀ կառավարությունը ցանկանում է եկող տարվա հունվարի 1-ից հարկել: Այսինքն՝ ստացվում է, որ Հայաստանի տնտեսության եւ հատկապես հարկային մուտքերի վիճակն այն աստիճան ողբերգական է, որ որոշել են անգամ միջոցառումների թամադաներին հարկել: Ի դեպ, այս օրենսդրական փաթեթը Կառավարությունը հաստատել է այս տարվա ապրիլի 18-ին, երբ ողջ Հայաստանի ուշադրությունը կենտրոնացած էր ցեղասպանության 100-րդ տարելիցի միջոցառումների վրա: Սակայն այն խորհրդարան է ուղարկվել հաստատելուց մոտ մեկ ամիս անց՝ մայիսի 12-ին, եւ սեպտեմբերին նոր միայն ընդգրկվել օրակարգ»:
